City of Charlotte’s Small Business Development Program
CLT takes part in the City’s Small Business Opportunity Program (SBO). The SBO Program includes the City’s outreach efforts designed to increase market access of small businesses to City contracting and procurement opportunities. The SBO Program partners with Charlotte area organizations to provide technical and business development assistance for interested firms as well. Disadvantaged Business Enterprise (DBE) Program – for Federally Funded Projects
CLT is a direct recipient of federal grant monies from the United States Department of Transportation (USDOT). Recipients must comply with 49 CFR Part 26, PARTICIPATION BY DISADVANTAGED BUSINESS ENTERPRISES IN DEPARTMENT OF TRANSPORTATION FINANCIAL ASSISTANCE PROGRAMS.

Since 1982, the Airport has invested more than $150 million in new and expanded facilities and services. Participating DBEs have played a major role in Airport expansion and have successfully attained more than $50 million in contract opportunities ranging from architectural and engineering services, to construction and geotechnical testing.


Airport Concession Disadvantaged Business Enterprise (ACDBE) Program
In 2005, the ACDBE Program was initiated after the release of the Final Rule for 49 CFR Part 23, PARTICIPATION OF DISADVANTAGED BUSINESS ENTERPRISES IN AIRPORT CONCESSIONS.

CLT has a long established concessions program that originated with the Part 26 DBE regulation and has transferred seamlessly into the 2005 Final Rule. The biggest change: In-terminal Concessions and Car Rental Concessions now utilize separate methodologies and reports. CLT has 13 certified ACDBE’s operating 23 units which generate $1 of every $5 of concession revenues.

Today, CLT has nationally recognized, federally-approved DBE and ACDBE programs.
