Andy Dulin, a Republican, was first elected in 2005 and is now serving his third term on Council. He vice chairs the Budget Committee and is a member of the Community Safety, Environment, Economic Development and Government Affairs Committees. Previously, Dulin served on the Charlotte Mecklenburg Board of Adjustments.

He is a residential real estate broker with Cottingham-Chalk & Associates. 

Dulin's local activities include the following:

• Harris and the McCrorey YMCA, board of managers
• YMCA Y-Guides, board member
• Second String Santas, founding member
• Goodfellas Club, member
• Little League baseball and soccer coach

He received his bachelor's degree in travel and tourism from Appalachian State University and is a fellow with the North Carolina Institute of Political Leadership. He and his wife, Cathy, have three sons.
