Business Support Services
Business Support Services (BSS) enables the business of public service. As one of the four support business units in the City of Charlotte's organizational structure, BSS provides services necessary for the City to be successful.  Business Support Services includes Cable TV Administration, Equipment Management, Information Technology, Office of GIS and Strategic Planning, Network Technology Services and Procurement.

The variety of products and services BSS offers helps to ensure timely and accurate police and fire response; street and utilities maintenance are possible; and that the City is kept clean. In general, we ensure that fully functioning tools, equipment, and fleet components; as well as communications and information technology are always available for those providing direct services to our citizens.


The efficiency and quality with which BSS delivers services to its customers has placed BSS among the top ranked municipal and private sector service operations in the country. This has provided opportunities for BSS to expand its services beyond the City to other municipal, county, state, and federal government agencies.

Business Support Services manages an operating budget of $21.7m along with a technology fund of $18m with a staff of 171 from six locations across the City.  In addition, Business Support Services:

  • Manages the $6.9 million annual vehicle maintenance competitive contract covering a fleet of over 3,600 pieces of equipment.
  • Recovered $1.7m from the surplus sale of assets for the City and several County agencies.
  • Enhanced all countywide radio communications in April 1999 when the southeastern simulcast tower became operational.
  • Managing over $100m of City and County purchasing volume representing in excess of 9,700 transactions annually.
  • Implemented the new $2.0m City and County Office Supply contract utilizing Internet-based ordering.
  • Outsourced the City's Internet site, gaining both 7X24 support for internal editors, as well as increased the site's reliability to the citizen.
