The Passenger Facilities Program consists of the capital development program for Community Transit Centers, Park-and-Ride lots, and supporting facilities.  Development of passenger facilities is a part of CATS' current approved budget and work program. 

CATS has an ambitious capital program to serve existing passengers and to attract new riders throughout Mecklenburg County

As CATS advances the design for rapid transit service and implement more local services in the Charlotte area, community transit centers will serve as a transfer point to other CATS services.  Future locations of community transit centers are identified in the 2025 Corridor System Plan and the 2001 Countywide Transit Services Plan.  The South Park Community Transit Center opened at SouthPark Mall in December 2004.  In 2006, two new community transit centers opened at Eastland Mall and at Rosa Parks Place in the Beatties Ford Road Community.

CATS continued its focus on enhancing customer service and amenities with the opening of its first Park and Ride Lot in March 2004, located in Huntersville at Exit 23.   In January 2005, CATS opened the Matthews-Independence Pointe Park and Ride Lot. The first Park and Ride in the City of Charlotte opened in March 2006, located off Mallard Creek Road in the University Area.

Working closely with the Art-in-Transit Program, public art is integrated into the design of every transit facility.  One percent of the design and construction budget of transit facility projects are dedicated to public art.
