Housing & Neighborhood Development Committee
The City Council Housing and Neighborhood Development (HAND) Committee meets throughout the year to discuss issues that will be brought to the full Council. The Committee's recommendation, based on their research and discussion, is an important element in the City Council's final decisions.
 
During 2009 the HAND Committee meets at the following dates and times:

AGENDA FOR: meeting of the Housing & Neighborhood Development Committee held Wednesday, November 18 at 3:30 p.m. at the Charlotte Mecklenburg Government Center.
   1.  Afro-American Cultural Center Property
        Action: The Committee is asked to consider options for use of the sale proceeds for a recommendation to City Council
   2.  Comprehensive Review of the City's Housing Policies - Part III
         Action: The Committe is aked to continue the comprehensive reviw of the City's Affordable Housing Policies with an overview of the Charlotte Housing Authority's Section 8 Program.  No action is requested at this time.

        Action: Receive a comprehensive review of the City's Affordable Housing Policies and provide direction on potential next steps.

   1.  Non-Residential Building Code Ordinance
        Action: Recommend approval of the Non-Residential Building Code Ordinance and allow staff a six month implementation period.  Aldo, recommend a name change for the Housing Appeals Board and board member qualifications to reflect commercial property expertise for new board members. 
  2.  Assisted Housing Locational Policy and the Rezoning Petition Process
        Action: Receive an update on staff's process improvements to include information about the Assisted Housing Locational Policy as a part of the rezoning process to improve communication to citizens.
   3.  Comprehensive Review of the City's Housing Policies
          Action: Receive a comprehensive review of the City's Affordable Housing Policies and provide direction on potential next steps.

   3.  Draft Non-Residential Building Code Ordinance
        Action:
Review and consider recommendation of the proposed Non-Residential Building Code Ordinance to City Council. The intent of the April 8, 2009 discussion is to introduce this topic and solicit Committee member feedback for discussion at the May 11, 2009, meeting.

   1.  FY2010 & Fy2011 Strategic Focus Area Plan Discussion
        Action:
Continue discussions of the Draft FY2010 & FY2011 Housing and Neighborhood Development Focus Area Plan as a follow up to the City Council retreat.
  2.  2009 Neighborhood Symposium Update
        Action:
Staff is seeking guidance from the Committee on how to proceed with planning the 2009 Neighborhood Symposium given the current economic conditions and has developed the following options for the Committee's consideration:
      Option A: Proceed with the Neighborhood Symposium as in previous years
      Option B: Reduce the scope of the Neighborhood Symposium, given the
current economic conditions. (Staff will provide the Committee with options for a reduced scope at the meeting)
      Option C: Cancel the 2009 Neighborhood Symposium
   3.  Boulevard Homes Hope VI Update
        Action: 
Receive Boulevard Homes HOPE VI application update as information. On November 6, 2008 the Housing and Neighborhood Development Committee began its review and study of the Boulevard Homes Hope VI Project. City staff provided an update to the Committee on January 19, 2009.
