James Mitchell, Jr., a Democrat, represents Charlotte City Council District 2. Elected in 1999, he is now serving his fifth term on Council.  
 
Council member Mitchell chairs the Restructuring Government  and is vice chair of the Economic Development and Planning, and the Housing & Neighborhood Development committees.  He also represents the City as a Council representative to the Charlotte Regional Visitors Authority.

Council Member Mitchell currently chairs the National Black Caucus of Local Elected Officials (NBC-LEO), is a board member of the National League of Cities Leadership Training Council, Institute of Youth, Education, and Family and Advisory Council. He is past president of the North Carolina Black Elected Municipal Officials (NCBEMO) and serves on the boad of the North Carolina league of Municipalities (NCLM).

Michell serves on the boards of the Charlotte-Mecklenburg Housing Partnership, the Urban League of Central Carolinas, Right Moves for Youth Advisory Council, and the Afro-American Cultural Center. Mitchell also serves as a trustee at East Stonewall AME Zion Church.
 
Mitchell received  his bachelor's degree in Business Administration from North Carolina Cental Vinversity after graduating from West Charlotte Senior High School
 
He is employed as Director of Operationg and Sales for Cinda Corporation. He is married to former Vivian C. Spruill of Brooklyn NY, and has two daughters.
