Land Development
The Land Development staff reviews and inspects private development sites from single-family subdivisions to large commercial projects in order to ensure compliance with pertinent City ordinances and standards. This group is responsible for coordinating site related City Code requirements through the building permit process.

Sites are reviewed and inspected for:

  • Tree planting/protection
  • Erosion control
  • Storm drainage/detention facilities
  • New streets
  • Driveways/streets (existing and new)
  • Commercial Zoning (For New Construction Only)

Land Development also ensures that proposed development complies with City Code including review of flood studies, rezoning requests, storm drainage as-builts, and storm water fee credits.

City Engineering / Permitting
the Land Development Permit Center reviews building permit site plans for infrastructure improvements such as sidewalk, curb and gutter, associated storm drainage, and coordinates required improvements inspection prior to releasing the Certificate of occupancy.

Urban Forestry / Landscape
Urban forestry staff reviews and approves landscape plans for compliance with the City Tree Ordinance.

Protecting the Environment & Erosion Control
When installing the approved erosion control measures, only the minimal amount of land disturbance necessary is allowed.  All erosion control measures shall be in-place as per the approved plan or as discussed in the pre-construction meeting prior to beginning grading activity. 

Grading or land disturbing activity is any type of activity that results in a change in the natural cover or topography and that may cause or contribute to sedimentation.  Cutting, clearing, and stumping trees are considered disturbing activities.  Land disturbing activities includes harvesting timber when conducted for any purpose other than tree farming where trees will be replaced with trees.

Commercial Zoning

Effective July 1, 2005 zoning administration, enforcement and plan review services transferred from Mecklenburg County to the City of Charlotte. Development plans may be submitted for zoning compliance review during business hours (8:00 a.m.-5:00 p.m. Monday-Friday) at the Hal Marshall Center through the current building permit process.  

City staff will maintain the existing zoning counter in the Hal Marshall Center. Services offered at the counter include issuance of zoning permits, sign permits and zoning verification.  

Citizens should report suspected zoning violations to 311. Callers must provide the address and a detailed description of the nature of the violation. Information such as names, dates, times, license plate numbers is useful evidence of a suspected violation.
