Newell-South Neighborhood Improvement Project

A 2010 Neighborhood Bond Project

Special Notice: Rockland Drive will be closed through August 7, depending on weather, in order to replace the culvert.

The Newell-South Neighborhood project is bounded between North Tryon Street, Orr Road, Old Concord Road and West Rocky River Road.  In November 2006, voters approved neighborhood improvement bonds including $385,000 for the planning and design of infrastructure improvements within the Newell-South Neighborhood.  Pending voter approval of the 2010 Neighborhood Bond, the Newell-South Neighborhood Improvement Project (NIP) will be allocated $2,400,000 construction.

This project is also proposed to include coordination with a storm drainage culvert and a water line replacement project. 

At the conclusion of the Planning Phase, this NIP project was going to replace the culvert under Rockland Drive during the project's construction phase.  The Rockland Drive culvert sustained some erosion damage during the heavy rains in the Fall of 2008. Because of this, the Charlotte Storm Water maintenance team  has begun preparations to replace the culvert starting in early 2009.

Objectives:

  • Implement infrastructure improvements that will enhance the quality of life in the neighborhood.   
  • Coordinate and collaborate selected infrastructure improvements with other City and County proposed projects / activities and funding.
  • Maximize the value of neighborhood improvements through effective project management that ensures schedule, budget and quality requirements are met.
 
 

Newell-South
This project will include infrastructure improvement such as sidewalk, curb & gutter, and storm drainage within the Newell-South neighborhood.

What's happened?
The Planning Phase was completed in July 2008. The project team has begun the design process where the construction drawings will be produced.

What's next?
The Design Phase will continue through October 2010. After approval of the proposed plans, the project can move into the right-of-way acquisition phase.

Cost:  $ 2,810,000
(Please note this is the NIP funding amount.  Additional funding may be identified during the design phase. Total project costs associated with the project such as planning and design, acquiring the right of way, utility relocation, consultant fees, construction, signalization, permits and landscaping.)
