Major Initiatives for City Land Development Permitting

Status Report:  Jan. 7, 2009

 

Initiative 1

Implement a One-Stop Center for City Permitting Activities

Target: FY09

Status:  Complete.  One-Stop Permitting Center opened October 1, 2008 and is located on the 14th floor of CMGC.  The center provides customers with the convenience of submitting plans, making payments and picking up redlines and approved plans in one central location. 

Initiative 2

Implement Accela Automation, the City's New Permit Tracking Software

Target: FY08

Status:  Complete.  Implemented January 2008.  Staff will continue to leverage this new system to maximize benefits.  In the near future, Accela Citizen Access will be designed to allow the acceptance of applications and payments on line.

Initiative 3

Implement Digital Plan Submittal and Digital Plan Review Capability

Target: FY10

Status:  Ongoing.  A collaborative focus group has been formed with the County with a shared vision to provide a single location for customers to submit plans electronically for distribution to the City and County for electronic review.  A draft charter has been executed between the City and County.  A meeting with external stakeholders (customers) is scheduled for Friday, January 9, 2009)

Initiative 4

Implement Unified Review along with a checklist and gateway process

Target: FY08

Status:  Complete.  Implemented January 2008 (pertains to commercial projects)

Initiative 5

Establish and Meet a Benchmark for an Average # of Reviews required for Approval

Target: FY09

Status:  Complete.  Goal has been set. Staff will complete reviews 95% on time and approve commercial plans within 2.5 reviews on average. 

Initiative 6

Establish and Communicate Policies for

 

  • Subsequent plan review comments

 

  • Approving plans "as noted" (using electronic plans)

 

  • Removing holds for certificate of occupancy

Target: FY09

Status:  Ongoing.  Work to begin third quarter FY09

Initiative 7

Establish a Conflict Resolution Process and One Person as Final Authority for Expediting Decision Making When Policies / Regulations Conflict

Target: FY09

Status:  Ongoing.  Work to begin third quarter FY09

Initiative 8

Invite NCDOT as a Permanent Presence in CMGC and a Full Team Member in the City's Permit Review Process

Target: FY10

Status:  Ongoing.  City staff met with NCDOT in Raleigh to discuss NCDOT expediting their reviews.  Scott Putnam with CDOT is coordinating this initiative.

Initiative 9

Expand Expedited Reviews Program to Increase Participation

Target: FY09

Status: Complete.  Implemented changes including doubling the amount of slots available, removing the strike policy, and including revisions to approved plans on November 3, 2008.  Future expansions will incorporate CDOT reviews.

Initiative 10

Develop Marketing Information and Enhance Website with a Customer Focus

Target: FY09 / FY10

Status:  Ongoing.  Collaborative Task Force Committee has been formed.  Enhancements to City permitting websites (EPM, Planning and CDOT) scheduled for Feb/March 2008 in conjunction with major changes planned for the City/County Charmeck.org website. 

Initiative 11

Establish Ongoing Training for Staff and Customers

Target: FY09

Status:  Complete.  FY08:  PCCO, CMCSI, and Accela Training. 

FY09: PCCO is ongoing, Tree Ordinance Revisions, Expedited Review

Initiative 12

Conduct an Annual Users Conference and a Biennial Customer Survey to Receive Improvement Feedback from Customer

Target: FY09

Status:  Complete.  Annual Users Conference held in March 2008 with the Chamber and NAIOP.  Customer Survey completed in June 2008.  A meeting was held at the Chamber in October with NAIOP reps to review the Customer Survey.  Another meeting will be planned to put together the agenda for the NAIOP meeting in March 2009.
