Mecklenburg County's Capital Improvment Program (CIP) is the plan for land acquisition and the development of County facilities. The Citizens Capital Budget Advisory Committee (CCBAC), appointed by the Board of County Commissioners and Board of Education, reviews and makes recommendations regarding the CIP plan.
