It's been the nature of the beast. Government documents in the past have often been bureaucratic, legalistic, and complex in nature, as well as being written in a manner that was difficult for the average reader to understand. Because of that, many of those types of documents are used reluctantly and therefore serve little purpose. Yet the information in a manual such as this one is important because it affects every County employee. With that in mind, Mecklenburg County determined it was time to "slay the dragon".
The Mecklenburg County Human Resources Policy and Procedure Manual has been redesigned from cover to cover so that it is clearer and much simpler to use and understand. Policies have been rewritten in a more conversational manner. Sections have been condensed to eliminate redundancy. There is a glossary and an acronym list. And for the first time, an index has been included to help make it as simple as possible to find whatever information you're looking for.
This manual is meant to be user friendly. It was put together by Mecklenburg County employees from various departments whose goal it was to provide the information in a manner that would benefit everyone. In other words, this manual isn't just for department directors or supervisors, it's meant to be used by anyone who is a County employee. Everyone is encouraged to read it, absorb it, and make the most of what it has to offer.
This manual is a living document. It will continue to change as it is updated and policies and procedures are revised. But no matter what the changes, they will always be made with the reader in mind, providing them with knowledge that can only come through understanding.
