Property Assessment and Land Records Management (PALRM) is a business unit of the Mecklenburg County's Land Use and Environmental Services Agency (LUESA). The mission of PALRM is to discover, list, and appraise all real and personal property in Mecklenburg County in accordance with North Carolina General Statutes. PALRM strives to provide accurate and timely information to internal and external customers while fostering good relations with those customers and the community.

COUNTY TAX COLLECTOR AND TAX ASSESSOR SERVICES UNAVILABLE OVER JULY 4 HOLIDAY
The County is customizing the North Carolina Property Tax System (NCPTS) to integrate their tax collection and property assessment functions. The Mecklenburg County customization will become version 4.0 of NCPTS and is expected to result in significant efficiency improvements and enhanced service delivery.
The July 3 closing will give the staff of the two County offices a four-day weekend to install and test the system prior to going live with the software on July 7th.
Residents who receive a notice of property taxes due or a notice of a tax block on their automobile should make arrangements to pay their tax bill prior to the July 3rd shutdown in order to obtain a paid status prior to the July 4th holiday.
Tax records will still be accessible during this four-day time period, although no changes or payments can be processed. Charlotte-Mecklenburg 311 customer service representatives will be able to assist callers with tax questions, but cannot transfer them for additional help. The online tax Internet applications will also be available during this time.
