Neighborhood Liaison Program
The Neighborhood Liaison Program is designed to proactively address issues in declining neighborhoods outside of the City's revitalization neighborhoods.  City staff and other local governmental agencies work collaboratively to slow or halt decline in these neighborhoods through service delivery, assisting in complex neighborhood problem solving and strengthening the capability of neighborhood organizations to address neighborhood issues.
 
The Quality of Life Study defines neighborhoods as Stable, Transitioning or Challenged.  Since 2002, the number of Stable Neighborhood Statistical Areas (NSAs) declined from 100 to 92, the Transitioning NSAs has increased from 41 to 60, and the Challenged NSAs have decreased from 32 to 24.   The decline in Stable NSAs and growth of Transitioning NSAs are a concern.  Additionally, the 2006 Quality of Life Study showed 13 NSA's experiencing a significant decline since 2002.  These declining areas include Stable, Transitioning and Challenged NSAs.
 
Based on the findings of the 2008 Quality of Life Study, the Neighborhood Liaison Program will work in the following declining NSAs:
