A voter in this category must apply in person or have a near relative or verifiable legal guardian apply in person at the Mecklenburg County Board of Elections office for a Ballot that must be hand delivered to the voter. Our offices are located at 741 Kenilworth Ave, Suite 202.  This option is only available for sick or disabled voters after 8:00 am on the Wednesday prior to each election but not later than 5:00 pm on the Monday before each election.
