Mecklenburg County constantly seeks and pursues initiatives to enhance quality of services to the County’s residents while minimizing costs. As a part of a recent County-wide cost-reduction initiative, facilities maintenance service has been identified as an area that has potential for significant savings to the County and eventually to the taxpayers. So, the County has decided to allow companies to competitively bid on this category and related services. Overall, the County expects to spend a total of $8 - $12 Million on facilities maintenance in 2012. This competitive bid process allows national as well as regional Service Providers to become a part of the County's strategic effort and build relationships with the County and its related partners.
This RFP includes a large volume of facilities maintenance services required by various departments within the County as well as partners associated with the County. The major departments associated with this RFP include Real Estate Services, Park and Recreation, Land Use & Environmental Services and the Sheriff's Office. Through this RFP for facilities maintenance services, the County is also collaborating with partners like Charlotte-Mecklenburg Schools, Central Piedmont Community College and Public Libraries to offer Service Providers a larger volume of work and potential relationship building opportunities in this region.
The objective of this RFP is to solicit Proposals that will enable the County to determine which Service Providers and service model will be most cost-efficient for the County. The County will award the Contract/Contracts based upon the best interest of the County. Although price will be an important factor, the County will not make award decisions based on price alone but will review the entire proposal to understand how the best interests of the County can be served. The County is currently identifying Service Providers with advantaged cost structures to meet or exceed the service levels outlined in this RFP in the following areas of facilities maintenance: (Service Providers are welcome to bid on one, multiple or all of the services mentioned above.)
- General maintenance (includes Electrical, Plumbing, Building Repairs, Pest Control, Snow and IceRemoval and Security Systems).
- Fire safety maintenance
- Generator maintenance
- Elevator maintenance
- HVAC maintenance
- Janitorial and cleaning
- Grounds maintenance and Landscaping
- Management service
- Total facility management
