Kimberly Horton is the former Tax Administrator in both Chatham and Alamance counties in North Carolina. She has 18 years’ experience in mass appraisal of real property and has served on committees with the North Carolina Association of Assessing Officers and the International Association of Assessing Officers.
Horton has a business management degree from Central Carolina Community College. Certifications include:
• North Carolina Department of Revenue Real Property Appraiser Certification
• North Carolina Association of Assessing Officers CNCA appraiser designation
• CAE Designee, International Association of Assessing Officers – Highest appraisal certification in Mass Appraisal – Designation awarded by the International Association of Assessing Officers
Horton started her new duties this week, succeeding Chuck Hicks, who retired April 1 after serving the Assessor’s Office for 23 years. Cecil Jackson, who was the Real Property Appraiser Manager over new construction assessment, has been directing the revaluation process since Hicks left.
