WHY: The two-day conference is a critical step in providing guidance for County activities for the next year. The Board will receive briefings on the current economic trends; discuss several policy issues and provide direction to the Manager; receive an update on the status of the Capital Budget and Plan; receive a briefing on efforts and initiatives aimed at redesigning and reshaping Mecklenburg County Government; and receive an update on the County’s current financial status and initial budget projections for FY2013.

Section I: Conference Purpose and Overview
8:30 – 8:45 Manager’s Introduction
County Manager Harry Jones will provide an overview of the goals and expectations for the Conference. The Chairman is asked to recognize Harry L. Jones, Sr., County Manager.
8:45 – 9:00 Agenda Overview
Hyong Yi, Management and Budget Director, will provide an overview of the agenda for the Conference. The Chairman is asked to recognize Hyong Yi, Management and Budget Director.
Section II: FY12 and FY13 Budget Considerations
9:00 – 9:45 Mecklenburg County FY2012 Financial Status Update
The Board will receive a staff update on FY2012 budget including revenues and expenses. The Chairman is asked to recognize Dena Diorio, Finance Director.
9:45 – 10:30 Preliminary FY2013 Budget Projection
The Board will receive a preliminary revenue and expense projection for FY2013. In addition, the Board will receive a briefing on the discretionary aspects of the County budget. The Chairman is asked to recognize Hyong Yi.

Section III: Planning Considerations
10:45 – 11:45 Law Enforcement Service District
The Board will receive a briefing on the County’s efforts to update how we fund law enforcement services in the unincorporated area. The Chairman is asked to recognize Brian Francis, Assistant to the County Manager.
11:45 – 1:00 Lunch
Lunch is extended to give Commissioners an opportunity to converse with each other in an informal setting.
1:00 – 2:00 Board Committees
The Board will have a discussion on how Board committees will operate. Harold Cogdell, the Chairman of the Board, will lead this discussion.
2:00 – 3:00 Revaluation Policy Options
The Board will receive a recommendation on updating the County’s revaluation policy and be asked to provide direction on how to proceed with updating the County’s revaluation policy. The Chairman is asked to recognize Hyong Yi and Cary Saul, Director of LUESA.
3:00 – 4:00 Federal and State Legislative Update
The Board will receive an update on the legislative activities of the State of North Carolina and the potential impact on Mecklenburg County. The Chairman is asked to recognize Brian Francis, Assistant to the County Manager.

The Board will receive an overview of what is planned for the second day of the Conference. The Chairman is asked to recognize Hyong Yi, Management and Budget Director.
Section IV: Economic and Organizational Overview
8:45 – 9:00 National, State, and Local Economic Indicators
The Board will receive an overview of key national, state, and local economic indicators. The Chairman is asked to recognize Hyong Yi.
9:00 – 10:45 Economic Panel Discussion
The Board will receive an overview and discuss the current economic conditions facing the County. The Chairman is asked to recognize Hyong Yi who will introduce Dr. John Connaughton, Professor at UNC-Charlotte, and Dr. John Silvia, Chief Economist at Wells Fargo.
10:45 – 11:00 Break
11:00 – 12:00 Redesigning Mecklenburg County Update
The Board will receive an update on the status of the major initiatives and changes undertaken by the County since 2009. The Chairman is asked to recognize Harry Jones.
12:00 – 12:30 Lunch
Section V: Operating and Capital Budget Considerations
12:30 – 1:15 Community Service Grants
The Board will receive an update on the FY2013 Community Service Grant application process. The Chairman is asked to recognize Hyong Yi.
1:15 – 2:30 Capital Budget and Finance Update
The Board will receive an update on the County’s capital program, including current capital projects and financing. The Chairman is asked to recognize Hyong Yi and Dena Diorio.
