Michael D. Barnes, a Democrat, was elected in 2005 and is now serving his fourth term on City Council. He is chair of the Budget committee, vice chair of the Transportation & Planning committee, and a member of both the Community Safety and Housing & Neighborhood Development (HAND) committees. He is Council representative to the University City Partners.

Barnes is a volunteer with the Mecklenburg County Democratic Party.

He received his law degree from North Carolina Central University School of Law and his bachelor's degree from the University of North Carolina at Chapel Hill.

Barnes was a stakeholder in the Rocky River Small Area Plan Group and has provided pro-bono legal services to disadvantaged area citizens, including children and the elderly.

He is a partner with the law firm of Fuller & Barnes, LLP. He is married with one child.
