Community Safety Committee: Agendas 2007
The City Council Community Safety Committee meets throughout the year to discuss issues that will be brought to the full Council. The Committee's recommendation, based on their research and discussion, is an important element in the City Council's final decisions.
 
During 2007 the Community Safety Committee meets at the following dates and times.

AGENDA FOR: meeting of the Community Safety Committee held Thursday, October 25th at 12 p.m. at the Charlotte Mecklenburg Government Center.
   1. Clean Streets - Littering
       Staff: David Haggist, CMPD; Brian Kelly, CDOT; Robert Phocas, Attorney's Office; Catherine Zanga, CMPD Attorney's Office.
       Action: The Committee will be asked to approve staff recommendations.
   2. Homicide Task Force Update
       Staff: Kim McMillan, Corporate Communications; Keith Parker, City Manager's Office
       Action: Staff will give an update on the Community Awareness Campaign.

AGENDA FOR : meeting of the Community Safety Committee held Monday, September 10th at 9 a.m. at the Charlotte Mecklenburg Government Center.
   1. Hotel/Motel Ordinance
       Action: Committee will be asked to take action on the proposed Ordinance.

AGENDA FOR : meeting of the Community Safety Committee held at 12 p.m. Thursday, August 23, 2007 at the Charlotte Mecklenburg Government Center.
   1. Door to Door Solicitation
       Staff: Judy Emken, CMPD
       Action: The committee will receive part 2 of the staff's presentation on Door-to-Door solicitation. The discussion will include possible changes to existing ordinances.
   2. Hotel-Motel Ordinance
       Staff: Mark Newbold, CMPD Attorney; Diego Anselmo, CMPD; Charles Witherspoon, CMPD; and Water Abernathy, Code Enforcement.
       Action: Staff will provide an update on the proposed hotel/ motel ordinance.

AGENDA FOR : meeting of the Community Safety Committee held at 12 p.m. Thursday, June 28, 2007 at the Charlotte Mecklenburg Government Center.
   1. CMPD - July 4th Strategy
       Staff: Major Harold Medlock and Capt. Jeff Estes, CMPD
       Action: Staff will prove a brief overview of CMPD's strategy regarding July 4th activities.
   2. Door-to Door Solicitation
       Staff: Judy Emkin, CMPD
       Action: The Committee will receive Part II of staff's presentation on Door-to Door solicitation. The discussion will include possible changes to existing ordinances.
   3. Homicide Task Force - Civil Gang Injunction
       Staff: Mark Newbold, CMPD Attorney's Office
       Action: The Homicide Task Force report recommends targeting violent gangs. CMPD Attorney Newbold will highlight a new tool the CMPD will use to counter the behavior of some of the most troublesome gangs in the city.
   4. Clean Streets - Littering signs
       Staff: David Haggist, CMPD, Brian Kelly, CDOT, Robert Phocas, CMPD Attorney's Office
       Action: The Committee will receive a presentation following up on suggestions regarding CMPD's and CDOT's strategies for dealing with litter.
     
 

AGENDA FOR : meeting of the Community Safety Committee held at 12 p.m. Thursday, May 24, 2007 at the Charlotte Mecklenburg Government Center
   1. Clean Streets - Littering signs
       Staff: David Haggist, CMPD; Brian Kelly, CDOT, Robert Phocas, Attorney's Office
       Action: The Committee will hear ways Charlotte Mecklenburg Police Department and the Charlotte Department of Transportation are working to curb littering. Discussion will include CMPD's legal authority to enforce littering laws on state roads and highways and CDOT's anti-littering signage.
   2. Door-to-Door Solicitation
       Staff: Judy Emken, CMPD
       Action: Several citizens have expressed concerns about door-to-door salespeople and peddlers. Staff will outline the current ordinances regulating these activities and offer suggestions for the Committee's consideration.

   1. Proposed Hotel/Motel Ordinance
       Staff: Keith Parker, City Manager's Office, Walter Abernethy, Code Enforcement, Anna Schleunes, City Attorney's Office and Captain Diego Anselmo, CMPD
       Action: The Committee will receive staff's recommendations for changes to City ordinances that deal with issues associated with problem hotels and motels in Charlotte.
 

AGENDA FOR : meeting of the Community Safety Committee held at 11 a.m. Thursday, March 22, 2007 at the Charlotte Mecklenburg Government Center.
   1. Mounted Police Unit
       Staff: Jeff Estes, CMPD; Torry Lynn Revels, Real Estate; Laura Lemmond, Budget & Evaluation
       Action: Staff will recap the earlier presentations and will discussing moving forward on the proposed sites.
   2. Neighborhood Watch Program
       Staff: Cynthia Woods, Neighborhood Development; Heidi Kimbrell, CMPD
       Action: Staff will present an update on the growth of the program.
   3. Proposed Hotel/Motel Ordinance 
       Staff: Keith Parker, City Manager's Office; Walter Abernathy, Code Enforcement; Anna Schleunes, City Attorney's Office
       Action: The Committee will receive a presentation on the potential cost of implementing and enforcing an ordinance that deals with issues associated with problem hotels and motels in Charlotte. The Committee will also receive information from staff conversations with various stakeholders.

   1. Homicide Task Force Recommendations

       A. Mayor's Youth Employment Program
       B. Mayor's Mentoring Alliance
       Action: Information Only.  The Homicide Task Force report includes thirteen recommendations. They include "Expand Mentoring Programs" and "Increase Job Opportunities." The Community Safety Committee will receive presentations regarding City-sponsored programs focused on these areas.
   2. Mounted Patrol Units
       Staff: Jeff Estes, CMPD; Torry Lynn Revels, Real Estate; and Laura Lemmond,
Budget and Evaluation
       Action: Information Only. Staff will recap the earlier presentations and update the Committee on information compiled regarding the cost of implementing and maintaining a Mounted Patrol Unit, possible locations for housing the animals, and other issues.
 

AGENDA FOR:
meeting of the Community Safety Committee held at 12 p.m. on Thursday, January 11, 2007 at the Charlotte Mecklenburg Government Center.
   1. Focus Area Plan
       Staff: Keith Parker, City Manager's Office, Darrel Stephens, CMPD
and Luther Fincher, CFD
       Action:  Staff will present the draft FY08 Community Safety Focus Area Plan for comments and suggestions.
   2. Hotel/ Motel Ordinance
       Staff: Diego Anselmo, CMPD
       Action:  At the November 30  Community Safety meeting, staff presented recommendations to enhance the ability of Code Enforcement to address issues related to problem hotels/ motels. As a next step, Captain Anselmo will highlight recommendations that other cities use to enhance law enforcement's role.
   3. Mounted Patrol Units
       Staff: Jeff Estes, CMPD, Torry Lynn Revels, Real Estate and Ann White, Budget & Evaluation
       Action: Information Only. Staff will update the Committee on information compiled regarding the cost of implementing and maintaining a Mounted Patrol Unit, possible locations for housing the animals and other issues.
