Community Safety Committee Agendas 2008
Following are the dates and agendas for the Community Safety Committee for the year 2008:

AGENDA FOR: meeting of the Community Safety Committee held Thursday, November 20 at 12 p.m. at the Charlotte Mecklenburg Government Center.
   1. Rental Property Ordinance
       
Staff: Major Eddie Levins and Mark Newbold
       Action: The Police Department will present an overview of the proposed provisions for a Rental property ordinance. CMPD will also discuss the specific concerns that have been expressed by stakeholders during three meetings to discuss the proposed ordinance.
   2. Draft Focus Area Plan
       
Staff: Eric Campbell and Chief Rodney Monroe
       Action: The Committee will review and discuss the first draft of the Community Safety Focus Area Plan and make suggestions as to possible changes.

AGENDA FOR: meeting of the Community Safety Committee held Monday, October 16 at 12 p.m. at the Charlotte Mecklenburg Government Center.
   1. Rental Property Ordinance
       
Staff:  Mayor Eddie Levins and Mark Newbold
       Action: CMPD staff will present an update on their progress in developing a draft rental property ordinance. The update will include information on scheduled stakeholders meetings and a proposed methodology for identifying problem properties. Staff will review the status of the draft rental property ordinance.
   2. DNA Evidence, Property Crimes
       
Staff: Eric Campbell and Paul Paskoff
       Action: Members of the Community Safety Committee toured the CMPD Crime Lab on October 10. City staff will provide a review of Crime Lab practices and procedures related to property crimes.
   3. Legislative Discussion
       
Staff Resource; Eric Campbell
       Action: Review of potential Federal and State legislative initiatives worth of consideration for 2009.  items will be presented to the government Affairs Committee at their November 3 meeting, and reviewed by full Council at their November 24 meeting.

AGENDA FOR: meeting of the Community Safety Committee held on Monday, September 29 at 12 p.m. at the Charlotte Mecklenburg Government Center.
   1. Mobile Food Vendors:
       
Staff Resource: Katrina Young
       Action: At the July 28 City Council meeting, a proposed text amendment affecting the operations of mobile food vendors was returned to the Community Safety Committee. Staff will outline the primary issues which include hours of operations, proximity to residential neighborhoods, crime, and quality of life concerns in an effort to address questions raised by Council. Staff is requesting recommendation from the Committee on Text Amendment Petition #2008-079, which modifies regulations for mobile food vendors and to forward to full Council for a decision.
   2. Rental Property Ordinance
       
Staff: Major Eddie Levins and Mark Newbold
       Action: CMPD staff will present a brief update on their progress in developing a draft rental property ordinance. The update will include information on meetings with stakeholders and a proposed methodology for identifying problem properties. Staff will present draft of the rental property ordinance at the committee's October meeting.
   3. DNA Evidence, Property Crimes
       
Staff Resource: Eric Campbell
       Action: At the September 9 Council workshop, the subject of DNA evidence related to property crimes was referred to the Community Safety Committee. Over the next 30 days staff will evaluate current practices, research best practices and report back to the Committee at its regularly scheduled meeting in October.

AGENDA FOR: meeting of the Community Safety Committee on Thursday, June 19 at 12 p.m . at the Charlotte Mecklenburg Government Center.
   1. Mobile Food Vendors
       Staff: Sandra Montgomery, Officer Donna Burgess
       Action: At the May 19 Zoning meeting, a proposed text amendment affecting the operations of mobile food vendors was referred to Committee. Staff will outline the primary issues which include hours of operation, proximity to residential neighborhoods, crime and quality of life concerns. Staff will also report on the results of a meeting with the citizens who spoke on the amendment at the May 19 meeting. The committee will be asked to give staff direction on the next steps.
   2. Rental Property
       Staff: Major Eddie Levins, Mark Newbold
       Action: At the June 2 workshop, the rental property issue was referred to Committee. Staff will present an overview of ordinances regulating rental property in other cities. They will also begin discussions with the Committee regarding recommended provisions for a rental property ordinance in Charlotte.
 
 
AGENDA FOR: meeting of the Community Safety Committee on Thursday, April 17 at 12 p.m . at the Charlotte Mecklenburg Government Center.
   1. Update on Pawn Shop Ordinance
       Staff: Detective Jim Wilson
       Action: Committee to receive an update on the effectiveness of the recently adopted Pawn Shop Ordinance
   2. Update on Neighborhood Watch
       Staff: Officer Heidi Kimbell & Cynthia Woods of Neighborhood Development
       Action: Committee to receive information related to the numbers and importance of Neighborhood Watch programs in Charlotte.
   3. Update on Solicitation Issue
       Staff: Judy Emken, Police Attorney's Office
       Action: Committee to review data on solicitation complaints and options for dealing with solicitation issues.

AGENDA FOR: meeting of the Community Safety Committee on Thursday, January 10th at 12 p.m. at the Charlotte Mecklenburg Government Center.
   1.  Hotel/Motel Ordinance
      Staff: Ron Kimble, Deputy City Manager; Major Diego Anselmo, CMPD
     Action: The Committee approved sending the proposed hotel/motel ordinance to the full Council for a public hearing and approval on January 14. The Asian-American Hotel Owners Association (AAHOA) has raised some concerns regarding the ordinance; staff will discuss those concerns with the Committee, as well as the version of the proposed ordinance to be presented at the public hearing.
   2.  Report on New Year's Eve Activities - 2007
     Staff: Deputy Chief Jerry Sennett
     Action: Staff will provide a report on police activities on New Year's Eve.
