Transportation Committee: Agendas 2007
The City Council Transportation Committee meets throughout the year to discuss issues that will be brought to the full Council. The Committee's recommendation, based on their research and discussion, is an important element in the City Council's final decisions.

AGENDA FOR: meeting of the Transportation Committee held Monday, September 24th at 3 p.m. at the Charlotte Mecklenburg Government Center.
   1.  Right-of-Way (ROW) Ordinance Recommendations 
          Staff: Phil Reiger
        Action: Possible. Staff will complete the presentation begun on August 27th on a new Right-of-Way Management Ordinance in anticipation of a committee recommendation for the City Council agenda on October 22nd.

    1.  Urban Street Guidelines
    Staff: Norm Steinmann and  Tracy Newsome, CDOT)
    Action: The Committee will be asked to make a decision on these guidelines.

AGENDA FOR : meeting of the Transportation Committee held Monday, August 27th at 3 p.m. at the Charlotte Mecklenburg Government Center.
   1.   Urban Street Design Guidelines (USDG)
         Staff: Norm Steinmann and Tracy Newsome, CDOT
         Action: Staff will review for the Committee the list of public involvement opportunities held for the USDG and the results of those efforts. They will also answer any remaining Committee questions on the USDG in anticipation of Council Action. 
   2.  Right-of-Way (ROW) Ordinance Recommendations
         Staff: Phil Reiger, CDOT
        Action: Staff will present to the Committee the results of the stakeholders' meetings on the Utility ROW ordinance and the subsequent staff recommendations.

   1.  Urban Street Design Guidelines (USDG)

        Action: Information Only.  CDOT staff will address outstanding questions, introduce the USDG Policy Summary document and engage the Committee on the effort's next steps, specifically the dates of public input sessions.

       Summary of Transportation Committee 6-25-07 Meeting

AGENDA FOR : meeting of the Transportation Committee held Tuesday, May 29th at 3 p.m. at the Charlotte Mecklenburg Government Center.
    1.  High Occupancy Vehicle/ High Occupancy Toll/ Managed Lane Study
          Staff Resource: Tim Gibbs, CDOT
        Action: Staff will summarize the objectives of this regional planning endeavor and will answer any questions about this topic, which is scheduled at the May 29th Council Meeting for an authorization to execute a consultant contract.
   2.  Urban Street Design Guidelines (USDG)
          Staff Resource: Norm Steinmann and Tracy Newsome, CDOT
        Action: Staff will describe the key contents, the major issues discussed with the stakeholders, the concerns of some of the stakeholders, and examples of projects implemented in Charlotte.

AGENDA FOR : meeting of the Transportation Committee held Monday, April 23 at 3 p.m. at the Charlotte Mecklenburg Government Center.
   1.  Street Degradation Fees
         Staff Resource: Danny Pleasant and Layton Lamb
        Action: Danny Pleasant from CDOT and Layton Lamb from Street Maintenance will speak to the Committee on the street degradation fees issue. They will present the results of a study conducted by UNCC, and explain the revenue from the extra fee when applied. CDOT recommends that Council impose this fee on all utilities that cut Charlotte streets.

          Summary of Transportation Committee 4-23-07 Meeting

   1.  Enterprise Fund Review: Aviation
        Staff Resource: Jerry Orr, Aviation Director  and Stan Campbell, Chair of the Airport Advisory Board
        Action: Information Only.  In December 2006, City Council approved the Budget Committee's recommendation for Council to receive increased information about the City's four Enterprise funds (CATS, Aviation, Storm Water and Utilities), including discussion with the relevant citizen's advisory committees. Aviation will present an overview of Charlotte-Douglas International Airport operations, as well as budget drivers and issues for the FY2008 budget.
   2.  2030 Transit Corridor System Plan
          Staff Resource: Ron Tober 
        Action: Information Only. At the February 26, 2007 meeting the Committee requested to receive a presentation on the 2030 Transit Corridor system Plan at its next meeting. The 2030 Plan was approved by the MTC on November 15, 2006. Attached is an evaluation process overview and criteria matrix. 
   3.  CATS Route Performance Monitoring System
        Staff Resource: Ron Tober
        Action: Information Only.  AT the February 26, 2007 meeting the Committee requested information on how the route performance data given as part of CATS' enterprise fund review was derived. Adopted by the Metropolitan Transit Commission, Route Performance Monitoring is a scoring system used by the Charlotte Area Transit System to measure the productivity and efficiency of individual bus routes. The system helps CATS to effectively manage resources by highlighting bus routes where service adjustments might be called for.
     4.  Update on Wayfinding Signs
         Staff Resource: Jim Kimbler
          Action: Information Only.  Staff will update the Committee on wayfinding signs and upcoming Council actions.

AGENDA FOR: meeting of the Transportation Committee held Monday, November 27 at 3 p.m . at the Charlotte Mecklenburg Government Center.
   1.  CATS Governance and MTC Directed Vote (Info Only)
          Staff Resources: Curt Walton, Bob Hagemann, Ron Tober  
         Action: The Committee will continue its discussion of the MTC governance structure. An amended position paper is part of the Committee package. It reflects the Committee's discussion of the topic on November 14, 2006. The full Council will receive the Committee report at the November 27 business meeting.  
   2.  CATS 2007 Legislative Program for the State of North Carolina (Action Required)
          Staff Resources: Ron Tober, Boyd Cauble
         Action: Staff will present CATS' recommended legislative program for the 2007 North Carolina General Assembly. The Council will consider the citywide State legislative program on December 11, 2006.  The legislative initiatives are a part of the Committee package.   
   3.  Transportation 2007 Legislative Program for the State of North Carolina (Action Required) 
          Staff

           Action: Staff will present the recommended transportation legislative program for the 2007 North Carolina General Assembly. The Council will consider the citywide State legislative program on December 11, 2006. The legislative initiatives are a part of the Committee package.

          Summary of Transportation Committee 11-27-06 Meeting

AGENDA FOR: meeting of the Transportation Committee held Tuesday, November 14,  at 2 p.m. at the Charlotte Mecklenburg Government Center.
   1.  CATS Governance and MTC Vote 
        Staff Resource - Curt Walton & Bob Hagemann
         Action: On October 9, 2006, the City Council referred to Transportation Committee the issue of CATS governance, including the recommendations made by CTAG and directing MTC vote. It was further recommended that the Transportation Committee make a recommendation to Council within 45 days that that Council consider an audit of the light rail project.
     At the October 23, 2006 Committee meeting, the Committee discussed the referral and various aspects of the MTC. The Committee requested staff to:
     (a) Brief the Committee at the next meeting relative to the history of the MTC
     (b) Draft a summary of the Committee's October 23 discussion for the Committee's review at the next meeting. Bob Hagemann will be addressing the history of the MTC and a staff response to the October 23rd discussion is a part of the agenda.
     2.  Discussion of new roles and responsibilities with NCDOT
          Staff Resource - Norm Steinman
          Action: At the October 23 Council meeting, the Council referred the alternative revenue component of this issue to the Budget Committee. This presentation will focus on any programmatic changes the City Council may want to include in its 2007 legislative package pertaining to the City's relationship with NCDOT. The Council's January 2005 legislative program relative to this issue is part of the agenda.

AGENDA FOR: meeting of the Transportation Committee held Monday, September 11 at 3 p.m. at the Charlotte Mecklenburg Government Center.
   1.  Monroe Bypass and Connector
         Staff Resource: Tim Gibbs, CDOT
         Action: NCDOT is expected to recommend a process for completion of environmental studies and selection of an alignment at the September 7, 2006 Technical Coordinating Committee (TCC) meeting. The TCC will then make a recommendation on NCDOT's recommended process and alignment. Staff will present the TCC's recommendation to the Committee. The Committee is requested to make a recommendation to the full Council for the September 11, 2006 meeting as to how to direct Council member Mumford's vote at MUMPO's September 20 meeting.
   2.  Multi-way Stop thresholds
        Staff Resource, Doreen Szymanski, CDOT
        Action: The current multi-way stop policy was adopted by City Council on March 27, 2000. The policy eliminated multi-way stops at three-way locations, and removed multi-way stops from roads with under 2,500 vehicles a day if speed humps were installed. Council has referred review of thresholds and use of three-way stops to the Transportation Committee. (Outline of options for the Committee to consider and a copy of the previous council action are a part of the information packet.)
    3.  State and Local Funding Strategies
         Staff Resource: Norm Steinmann - CODT
        Action: For Information Only
        Staff has been working with the consultant (surface Transportation Policy Partnership) to develop state and local funding strategies to help the City of charlotte attain its transportation objectives. Staff will preview the first of several presentations that will be made to the Transportation Committee entitled "Implementing the Transportation Action Plan - Possible new roles, responsibilities and revenues."

   1.  Dixie River Road and Shopton Road West Thoroughfare Plan Amendment
        Staff Resource: Tim Gibbs, CDOT
        Action: Give directive to Councilmember Mumford, Charlotte's representative to MUMPO.  City staff recently completed a public input process in the Dixie River Road/Shopton Road West area to more precisely determine the location of the new Dixie River Road/Steele Creek Road intersection and the relocation of Shopton Road West. Subsequently, City staff is also requesting that MUMPO amend its Thoroughfare Plan to show a new route for Dixie River Road north of Steele Creek Road that intersects existing Dixie River road west of I-485.
   2.  State Transportation Issues
         Staff Resource: Jim Humphrey, Director, CDOT
         Action: (Information Only) In March 2004, a Blue Ribbon Commission was appointed to study solutions to North Carolina's urban transportation needs. Staff will present to the Committee in information the City presented to the Commission.

AGENDA FOR meeting of the Transportation Committee held Monday, May 22 at 4 p.m. at the Charlotte Mecklenburg Government Center.
    1.  Transportation Action Plan (TAP)
         Staff Resources: Curt Walton, Norm Steinman, Dan Gallagher
         Action: Staff will review information sent following the May 1st workshop discussion of the TAP. Staff will be available to answer any questions the Committee may have prior to Council's vote on the TAP later that evening.
   2.  Centers and Corridors Process
         Staff Resources: Debra Campbell, Laura Harmon
         Action: Staff will review the revised schedule for development of the Centers and Corridors plan.
   3.  State Transportation Issues
           Staff Resources: Curt Walton, Boyd Cauble, Jim Humphrey
          Action: At the May 8, 2006 Council meeting, Council referred the issues related to the State of North Carolina's transportation responsibilities to the Transportation Committee.  The Council asked the Committee to investigate options for planning, designing and funding State roads within out sphere of influence.  Staff will review existing information relevant to the topic and the Committee will have an opportunity to discuss its goals and objectives relative to this issue.

   1.  MUMPO Vote on Section A of Monroe Road Bypass

        Action: The North Carolina Department of Transportation has requested that MUMPO add Section A of the Monroe Bypass to the Thoroughfare Plan and the 2-3- Long-Range Transportation Plan.
   a.  Staff will review background on the issue and a timeline for moving forward.
   b.  Staff will request action for a directed vote on Section A for the Monroe Bypass.
