The City Council Transportation and Planning Committee meets throughout the year to discuss issues that will be brought to the full Council. The Committee's recommendation, based on their research and discussion, is an important element in the City Council's final decisions.

1. Single Resident Occupancy Regulations

Action: Staff will outline the work plan and schedule for studying potential regulations for the location of Single Resident Occupancy facilities. No action is requested at this time.
2. Back Creek Railroad Crossing Project
Resource: Tim Gibbs
Action: Staff will outline the improvements to be made by the NCDOT and their impact on the road network in the area. No action is requested at this time.
3. Park Road Sidewalk Project
Resource: Vivian Coleman
Action: Staff will provide an overview for the upcoming Park Road Sidewalk Project which completes a missing section of sidewalk just north of Sunset Drive to Poindexter Drive. The Committee can determine if they want to take any recommendations to City Council.
4. North Tryon Area Plan

Action: Staff will present the draft North Tryon Action Plan for review by the Committee. The Committee is asked to consider forwarding the Plan for a public hearing by the City Council.

2. 2035 Long Range Transportation Plan (LRTP) Directed Vote
Resource: Norm Steinman, CDOT
Background: MUMPO's 2035 LRTP is scheduled to be adopted by the MUMPO Board at the March 24 meeting. CDOT staff will provide a brief summary of the LRTP, and of the accompanying Transportation Improvement Program and Conformity Determination Report. The City Council will be asked to direct their MUMPO representative's vote at a meeting in March
Action: Recommend approval of the LRTP to the City Council through a directed vote.
3. Bull Run Street Closure
Resource: Danny Pleasant & Doreen Sztymanski, CDOT
Background: Charlotte Department of Transportation staff will present information gathered for the consideration of closing of Bull Run Road. The presentation will focus on the development process that led to the construction of the street and traffic analysis of the neighborhood.
Action: Determine if further information is desired to make a recommendation.

1. 2009 TAP Annual Report

Action: Staff is requesting that the Transportation and Planning Committee approve the 2009 TAP Annual Report for presentation to City Council.
2. Special Needs Housing
Resource: Tim Manes and Debra Campbell, Planning
Action: Staff will present additional information regarding special needs housing and seek direction for further study and analysis if needed.
3. Road Race Scheduling
Resource: Jeff McSwain
Action: Staff will make a presentation on the program established by the Public Assemblies and Parades ordinance adopted by City Council in June 2004. This Ordinance provides for major event coordination and consistent regulation of parades and special event.
4. Bull Run Road
Resource: Danny Pleasant & Doreen Szymanski, CDOT
Action: Charlotte Department of Transportation staff will outline the work plan for gathering the information necessary to consider the closing of Bull Run Road. In addition, staff will outline the differences between the road closure process and the abandonment of right-of-way process.

1. Transit Livability Initiative Grants

Action: On January 11, 2010, the City Council referred consideration of two transit grants to the Committee. The Council must take action on January 25 in order to submit the grant application by the federal deadline of February 8, 2910. The staff will review the criteria of the grants and the projects recommended by the staff to best quality for the grants.
Requested: Recommendations for the City Council's consideration on January 25.
2. Transportation Action Plan (TAP)
Resource: Danny Pleasant
Action: The Committee reviewed the TAP Annual Report on January 11 and asked for additional information. The staff will provide that additional information and address any further questions on the annual report
Requested: Approval to advance the TAP Annual Report to the City Council
3. Committee Meeting Schedule

Action/Requested: Approve a meeting schedule for the remainder of the year.
