Ron Carlee announces new executives to City leadership

Charlotte City Manager Ron Carlee recently made several key appointments to City leadership. He has selected Hyong Yi and Ann Wall to serve as Charlotte’s newest Assistant City Managers. Yi currently serves as the Management and Budget Director for Mecklenburg County and Wall as the Assistant City Manager for the City of Rocky Mount. Carlee also has named Charlotte-Mecklenburg Planning Director Debra Campbell a permanent member of the City Manager’s Executive Team. Campbell had served on the team temporarily during her role as interim Assistant City Manager.
“We’re honored to have Hyong and Ann as the newest members of our team,” said Carlee. “Their extensive experiences in diverse roles with municipal organizations will serve us well as we address the challenges of the future. Both are highly knowledgeable of North Carolina local government, and Yi’s background in Mecklenburg County will be especially valuable.” Yi and Wall will fill positions, previously held by Ruffin Hall, recently appointed Raleigh City Manager, and Julie Burch, who retired in December.
“Hyong and Ann will bring new perspectives to the City while Debra with her long-term depth of understanding of the City and its organization will provide connectivity and continuity to the senior executive team,” added Carlee. “This balance will benefit everyone.”
Appointed Planning Director in 2004, Campbell has been with the City of Charlotte since 1988. Her positions prior to her service with Charlotte were with the Chattanooga Enterprise as a housing consultant and the Chattanooga Hamilton County Regional Planning Commission as an urban planner. Campbell has both a bachelor’s degree in urban planning and a master’s degree in public administration from Middle Tennessee State University.
Prior to his term with Mecklenburg County, Yi worked with the Government of District of Columbia as the Director of Operations and Planning for the Office of Budget and Planning. Yi obtained his master’s degree in public administration and a bachelor’s degree in political science from the American University in Washington, DC.
“The City of Charlotte has a great reputation and the staff are highly professional, dedicated public servants,” says Yi. “I am excited to be joining the City of Charlotte team and look forward to helping move the City to a brighter future.”
Wall has worked for the City of Rocky Mount since 1995 as Director of Planning and Community Development and Budget Manager, and has served as Assistant City Manager since 2012. She attended the University of Virginia where she received a bachelor’s degree in city planning, and the University of North Carolina at Chapel Hill where she earned a master’s degree in public administration.
"I am thrilled to be part of the City of Charlotte organization,” Wall said. “I look forward to the opportunity to continue building on the City’s standard of providing exceptional services to a diverse and growing community.”
Campbell said, “I look forward to continuing to work closely with the City Manager and the new staff to bring new ideas and energy to Charlotte. This appointment provides me an opportunity to support the new staff while maintaining a focus on the aggressive agenda with which I am entrusted as Planning Director.”
Both Yi and Wall will begin their tenure as Assistant City Managers on Monday, January 20. Campbell’s appointment is effective immediately.
