Driveway Regulations Update

​The Charlotte Department of Transportation regulates new and modified access to all public streets in Charlotte in accordance with the Driveway Regulations established under the authority of the Transportation Director. The current manual has not been updated for many years and does not reflect current City Council policies that relate to street design and land use. Therefore, CDOT is completing a rewrite of the manual to provide regulations that:

  • Provides a better balance of predictability and flexibility;
  • Provides context-based guidance relative to the Centers Corridors and Wedges Growth Framework and the Urban Street Design Guidelines;
  • Incorporates the use of hyperlinks to reference other applicable manuals, policies, and standards
​The scope and applicability of the proposed regulations is largely unchanged from the current manual; however additional guidance is provided for:
  • ADA compliance,
  • Driveway spacing near traffic signals,
  • Driveway requirements for schools, and
  • Urban infill sites

Process

Beginning in May of 2013 CDOT staff conducted stakeholder meetings with City staff and known users of the current Driveway Regulations manual in order to determine what the key content of the new version should include, and what key issues needed to be addressed. The First Draft of the new manual is now available to review and comment. Please use the first link below to access the draft of the manual and the second link to download a form to record your comments. When you are ready to submit your comments, please e-mail them to Dennis Rorie, CDOT Land Development Manager, at drorie@charlottenc.gov

We anticipate two rounds of public review, with an anticipated completion by May. This process could be extended if we receive feedback that requires significant time and public engagement to properly address.

Unlike ordinance revisions, the Driveway Regulations are created under the authority of the Transportation Director, not Charlotte City Council. Therefore, there will be no formal public hearings or actions by City Council on this update. In order to ensure we maximize the opportunity to engage with anyone who is interested in this update, we intend to follow up directly with anyone who is interested in discussion about this update. Similarly, as we work through the comments we receive, it may be necessary for us to contact you to better understand your feedback.
