In response to the need for more efficient and sustainable watering practices, Charlotte-Mecklenburg Utility Department (CMUD) and the NC Green Industry Council have joined forces to conduct a program promoting smart irrigation technologies that reduce irrigation water use.
Residential Incentive Program
In July 2011, CMUD launched an incentive program to encourage residential customers to install separate irrigation meters and smart controllers.

By using daily weather satellite data in combination with plant and site conditions, smart controllers significantly reduce the amount of water used during irrigation. These controllers automatically adjust to conditions, meaning that sprinklers do not come on when it is raining, if rain is forecast, or if the ground is sufficiently saturated from an earlier rain event.
Case studies involving this equipment have shown reductions in water use of 20 – 40%.
The program is part of CMUD’s long term work to reduce overall water consumption. Since the launch of WaterSmart more than a decade ago, customers have reduced average household water usage each year by changing behavior patterns, installing more efficient appliances, and watering less.
There are three incentives now available:
Capacity Fee Waived
First, as a part of the rate structure implemented July 1, 2011, the capacity fee for all split-service residential irrigation meters has been eliminated. Prior to July 1, 2011, this fee was $433.
Connection Fee Monthly Installments
Connection fees for separate residential irrigation meters can now be spread over 12 monthly installments and would be included on the customer’s water bill. There are two options for connections – a single split-service line and a dedicated service line. The connection fee for a single service line is $771. The dedicated line fee is $1692.
Smart Irrigation Controllers
When a separate irrigation meter, backflow device and smart irrigation controller are installed and maintained in accordance with Utilities’ standards/requirements, then Tier 3 rates would apply to all irrigation usage beginning July 1, 2012. Currently, customers with separate irrigation meters are charged at Tier 3 and then Tier 4.

Saves Water

Smart controllers require little direct access, so they provide an excellent solution for sites where it is difficult to access the controller. There's no need to reprogram the controller due to seasonal weather changes. Upgrading your current controller may be an option. Some new components are designed as easy add-ons to an existing controller, eliminating the need to replace your system's brains.
