4WhenamiliesandbusinessesweighwhethertomovetotheQueenCityorgosomewhereelsepublictransitplaysadecisiverole.LastyearourareatookabigsteporwardtoensurepotentialnewcomerscontinuetolookavorablyonCharlotteorourcommitmenttorapidtransitandlightrail.AschairotheMetropolitanTransitCommissionMTCIremaindedicatedtokeepingourtransitmomentumgoingandcontinuingtobuildouttherestoourregionalsystem.InFY2013theMTCsstateandederallegislativeagendascontinuedtobegreatlyinuencedbyeconomicuncertainty.TheCommissionocusedonundingandworkedwiththeGeneralAssemblyontheLYNXBlueLineExtensionBLEappropriationsandtransitoperatingunds.EveryonewasthrilledwhenCATSreceivedthelastmajorundingsourceitneededtoadvanceconstructionotheBLE.MTCmembersalsoocusedontransportationprojectfnancingprogramsthatwillbeimportantortheRedLineandCityLYNXGoldLine.AsalwaysourlegislativeagendalookedatwhatmightkeepCATSontrackintheuture.ForexampletocreatebetteropportunitiesoruturebusservicetheMTCurgedourstatelegislaturetoincreasemaximumbuslengthrom45to60toallowuseoarticulatedbusesonhighridershiproutesandorBusRapidTransitservice.OurtransiteortswereurtherenergizedinFY2013bythecreationotheMTCsTransitFundingWorkingGroupormedattheurgingoormerCharlotteMayorandMTCChairAnthonyFoxx.Thisbi-partisangroupismadeupobusinessleaderscommunityexpertsandelectedofcialsincludingthreeormermayorsromtheregion.Theyarechargedwithidentiyingandbuildingawarenessoundingchallengesacingthe2030TransitPlandevelopingundingandfnancingrecommendationsandsuggestingtoolsoradvancingtheregionaltransitplan.TheMTCalsounanimouslyapprovedtheFY2014-2015TransitOperatingProgramandFY2014-2018TransitCapitalInvestmentPlan.Theprogramwillgrowrevenuehoursby3percentandprovidestabilityorAmericanswithDisabilitiesActADAservice.TheCommissionalsoestablishedtheRevenueReserveFundanddirected2.5millionromsalestaxrevenuetoit.Theundprovidescontingencyundsinyearswhereincomelevelsarelowerthanprojected.RevenueconcernssuracedindiscussionswiththeCharlotteCityCouncilaboutwhethertocontinuetoallowalcoholadvertisingonCATSbusesandlightrailcars.Eliminatingsuchadvertisingwouldhavecreatedabudgetshortallo600000inFY2013alone.Acompromiseplanwasunanimouslypassedtocontinuetoallowalcoholadvertisingaspreviouslyapprovedbuttoexcludeitromcertainneighborhoodbusroutes.GIVINGCHARLOTTEALIFTLETTERSTOTHECOMMUNITY
