1HavinggrownupinCharlotteIhaveauniquepersonalconnectiontothepeopleandcommunitiesservedbytheCharlotteAreaTransitSystem.AschairmanoftheMetropolitanTransitCommissionMTCitismyresponsibilitytomakesureourdecisionshelpourcommunitiesthrive.ConsideringthecurrenteconomicclimatetheMTCfocusedmuchofitsenergyonourresponsibilitytoworkwithinourmeanswithoutjeopardizingourlong-termtransitvision.Ourapproachwasbalancedandsustainedwithcostreductionmeasures.Astheyearbeganitwasclearthatthedeclineinsalestaxrevenuesince2008duetothecontinuingeconomicdownturnwasmakingthelong-rangeplanunachievableinitscurrentform.TheMTCinstructedCATStodevelopamoreaffordableBlueLineExtensionBLEprojecttofitwithinthenewbudgetaryrealitiesseekaninnovativepublicprivatepartnershiptoadvancetheLYNXRedLineandmaintaincoreserviceswhileprovidingforasafereliableandattractivetransitsystem.Bymid-yeartheMTCreviewedandapprovedanewBLEplanreducingtheprojectscostby20percentwhileadvancingtheprojectthrough65percentdesignandaprojectedopeningdateinearly2017.TheMTCalsoestablishedtheLYNXRedLineTaskForcewhichhasproposedinnovativeimplementationandfundingstrategiestoadvancetheLYNXRedLine.TheMTCwillconsiderthisnewframeworkduringthenextfiscalyear.Anothercomponentofourapproachrequiredtheassessmentofnewpotentialsourcesofrevenue.AsaresulttheMTCapprovedallowingadvertisementsontheexteriorofCATSvehiclesintransitcentersontransitschedulesothervenuesandnamingrights.Theseadditionalrevenueswillaidinhandlingincreasedcostsandsluggishsalesreceipts.InadditionIampleasedtoreportthatboththeFY2012TransitOperatingBudgetandFY2012-2016CapitalInvestmentPlanwereunanimouslyapproved.TheCityofCharlottehasalsomovedtoadvancethelong-termtransitvisionwithasuccessfulapplicationfortheFederalUrbanCirculatorGrantwhichisreturningthestreetcartoCharlotteforthefirsttimeinmorethan60years.Whilethecapitalcostofthis1.5milestreetcarwillbebornoutofCitycapitalfundsandaremarkabletwo-thirdsshareoffederalproceedsthisimprovementreducesthelong-termcostsofthe2030TransitCorridorSystemPlanbyeliminatingthisstretchofstreetcarfromthehalf-centsalestax.Thisinvestmentalsodeepensourareax19sreputationastransitfriendly.NoneofthesesuccesseswouldhavebeenpossiblewithoutCATSCEOCarolynFlowerswhowasrecentlynamedoneofCharlottesTop25OutstandingBusinessWomenbytheCharlotteBusinessJournal.Theawardisgiventoprofessionalwomenwhohaveledspecialprojectsdevelopednewproductsandhelpedtheirbusinessestostandoutamongotherfactors.Withinlessthan16monthsofarrivingatCATSMs.FlowerssecuredsupportfromWashingtonD.C.fortheLYNXBlueLineExtensiongarneredseveralvisitstoCharlottebySecretaryofTransportationRayLaHoodandsoughtnewfundingsourcesfortheorganizationthroughadvertising.ShewasinstrumentalinreducingtheprojectscopeoftheBlueLineExtensionby200millionwhilemaintaininga95percentcustomersatisfactionratingandabudgetwithsalestaxreceiptsdown20percent.CongratulationstoMs.Flowersandwelookforwardtohercontinuedleadership.Thelargeraregiongrowsthemorediversethetransportationoptionsitneedstokeepmovingintherightdirectiontosustaintheeconomy.Itischallengingtosustaincurrentservicesandimplementnewoneswithfewerresourcesthanpreviously.Oursharedcircumstanceandvisionforceustoactasacommunityinordertoserveourcommunity.Icantthinkofabetterroadtotravelthanonewehavebuilttogether.MayorAnthonyFoxxMetropolitanTransitCommissionChairman
