In support of the overall goal of providing quality transit service to the public, CATS Procurement and Contract Management Section, under the Transit Support Services Division, works towards the following objectives:

• To promote open, full and free competition in the procurement of goods and services;

• To procure quality goods and services in a reliable and timely manner at a reasonable cost;

• To make positive efforts to utilize small business, minority-owned business and women-owned business as sources of supply and maximize their opportunities for all participation in all contracts;

• To require all contractors and subcontractors to take affirmative action in their employment and contracting practices to ensure that applicants and employees are not discriminated against based on race, color, sex, disability, religion or nation origin.

CATS Procurement staff is governed by the highest ideals of ethics and integrity in all public relationships in order to permit and inspire the confidence of the City of Charlotte, Mecklenburg County and the public we serve.

Procurement is a service-driven function and staff strives to deliver quality service that adheres to all local, state and federal requirements and is responsive to the needs of our customers. Our customers are the project managers, vendors, contractors, consultants, potential vendors, the general public and each other.
