Carol Jennings 

​As Chief of Staff, Carol Jennings supervises the staff of the Offices of the City Manager, the Mayor and the City Council. She also supervises and supports the City Clerk, the Director of Corporate Communications and Marketing, and the Director of 311.  She is a member of the Manager’s executive team and staff liaison to the Council Manager Relations Committee. Carol is Co-chair of the Community Engagement Task Force and Team Sponsor of the Community Investment Plan Steering Team. Major goals include collaboration amongst the staff, especially in the areas of constituent relations and internal communications.

Jennings joined the City of Charlotte in 1975 as an Assistant to the City Manager. In 1978, she was named the City’s first female Assistant City Manager with responsibilities in the areas of planning, engineering, transportation, community development, utilities, and airport, serving until 1986.

From 1987 until she returned to fulltime employment with the City in 2003, Jennings worked as a consultant to the City of Charlotte and Mecklenburg County, leading a number of projects, including police consolidation, park and recreation consolidation, and Charlotte’s Public Safety Plan.

Jennings is active at Westminster Presbyterian Church, serving as an Elder and a Stephen Leader. She is a coordinator of the Room at the Inn Ministry to the homeless.
She lives in Charlotte with her husband, Dan. They have one son.
