Poindexter Rail Crossing
This project will enhance vehicle travel and encourage transit-oriented development by building a new street crossing over the Lynx Blue Line track at Poindexter Drive.

Gannett Fleming served as the project designer. Design plans are now complete.

The project is currently in the bid phase and construction should begin in January 2013.

This Project is the result of a Public-Private Partnership (PPP) between WF Silos, LLC and the City that will enhance vehicular access and foster transit oriented development along the Lynx Blue Line. These goals are consistent with the City’s land use and economic development vision for the South corridor. The desire for the extension of Poindexter Street and an additional at grade vehicular crossing of the LRT was identified by the Charlotte Planning Department during the development of the draft New Bern Station Area Plan in 2005.

The public was notified through public involvement and outreach meetings that were conducted during the Station Area Plan process. The process included public hearings and Council’s adoption of the New Bern Station Area Plan, which provides for extending Poindexter Street with an at-grade crossing.

Objectives:

Enhance vehicular, bicycle and pedestrian connectivity and circulation in the New Bern station area
Encourage and support the construction of private Transit Oriented Development (TOD) adjacent to the New Bern Station
Build bus and LRT ridership and the City’s property tax base

The project scope includes:

Design and construction of a new at-grade vehicular rail crossing installation of crossing structures or panels
Sidewalk components within crossing and on approaches
Top of rail elevation adjustments, centerline alignment
Modifications to the Overhead Catenary System (OCS) to accommodate crossing, realignment or relocation of rail communication cable trough
Roadway tie-in to crossing on either side
Crossing signals, signage, double-yellow center line with delineators, and pavement markings
Train control and communication modifications
Successful coordination with adjacent developments

Cost: TBD
Please note this is the funding amount and includes all costs associated with the project such as planning and design, acquiring the right of way, utility relocation, consultant fees, construction, signalization, permits and landscaping. Additional funding may be identified after the planning phase.

Project Budget:
On 8/22/2011, Council Council authorized participation in this project. A portion of the design and construction costs will be funded by the City through the South Corridor Infrastructure Program and the developer, WF Silos, LLC, will fund the remaining portion of the design and construction costs of the project.

Based on the total budget of $1.2M for planning, design and construction, the City will contribute 2/3 of the cost, up to $800,000 and WF Silos, LLC will contribute the balance of $400,000 plus any overruns. This financial participation structure will be updated and finalized based on final bids for the project and on the final terms and conditions of the Infrastructure Agreement.
