The Contracts Section of Engineering & Property Management's (E&PM) Business Services Division provides contracting services to different City Key Business Units. Its primary responsibilities are:

• The preparation, negotiation and selection of professional services contracts through requests for qualifications (RFQ) and requests for proposals (RFP);
• The preparation, bid and award of construction and operational maintenance contracts;
• City Council Agenda items; and 
• Small Business Opportunity Program
