The City of Charlotte has a Non-Residential Building Code that regulates commercial structures that have structural and safety issues. This code addresses interior, exterior and property maintenance standards. The code also includes enforcement tools such as repair, vacate or demolition orders and civil penalties against non compliant property owners.

On August 21, 2007, the Governor signed into law Senate Bill 556 “An Act Authorizing Municipalities to Adopt Ordinances Establishing a Non-Residential Building or Structure Code.” Senate Bill 556 provides municipalities the authority to adopt ordinances establishing standards of fitness for commercial structures and other non-residential buildings.
On February 11, 2008, City Council authorized a stakeholder process to develop a Non-Residential Building Code Ordinance. The Stakeholder Committee developed an ordinance and recommended it to City Council's Housing & Neighborhood Development Committee in March 2009. The Stakeholder group was comprised of Neighborhood Representatives, Business & Industry Representatives and City/County staff.
On September 9, 2009 the Housing & Neighborhood Development Committee unanimously voted to recommend approval of the Non-Residential Building Code Ordinance allowing for an six-month implementation period.
On September 28, 2009, Council approved the Housing and Neighborhood Development Committee’s recommendation to approve the Non-Residential Building Code Ordinance allowing for an April 1, 2010 implementation.
