Charlotte area Colleges and Universities are growing at a rapid pace, creating an increased demand for off-campus housing and parking options. Single room leases, allowing students to be individually placed in a shared unit, are being provided as a student housing option. These types of uses are not currently defined by the City of Charlotte Zoning Ordinance and are not allowed under our current Zoning Ordinance, bringing along with them both zoning and police enforcement issues. Through a stakeholder process including interdepartmental staff, neighborhood leaders, University representatives, and the Police department, staff will study the issues and work to develop regulations to minimize the impacts of student housing and parking. Upcoming Meetings:
The Parking and Housing Near Colleges and Universities Citizen Advisory Group will NOT be meeting on Wednesday, January 30th. Due to complex regulations surrounding national fair housing laws, Planning staff, in conjunction with CMPD and the City’s legal department, are further studying the issues related to privately owned student housing. Once staff has clear direction in regards to the legal issues surrounding multifamily student housing, we will reconvene the Citizen Advisory Group and provide an update of the process.
