Changes in Value as a Result of the 2011 Revaluation Review: (Session law 2013-362)
If you are not satisfied with the property value you receive as a result of the review you may appeal this value to the Mecklenburg County Assessor's Office
within the time frame stated on the notice.
The property owner must submit evidence to support why the assessed value is incorrect. The evidence must be based on market sales or values of comparable properties prior to the Jan. 1, 2011 revaluation date.
Other Changes in Value (NOT as a Result of the 2011 Revaluation Review):
If you have received a notice of value change for any reason other than the 2011 Revaluation Review you may appeal that value change to the Mecklenburg County Assessor's Office
no later than the date on your notice.

In July 2013, Gov. Pat McCrory signed a bill passed by the North Carolina General Assembly which authorized Mecklenburg County to provide refunds, with interest, to home owners whose properties were overvalued as part of the 2011 property tax revaluation.
Beginning in October, at their regularly scheduled meeting each second Tuesday, the Mecklenburg County Board of Commissioners will make recommended changes on property abstracts and tax records. After the Board approves changes, Mecklenburg County and municipalities will send out revised notices of value and refund checks as appropriate.
Any increases in value will be retroactive to the revaluation date, but no penalties for these "discoveries" will be assessed. Unpaid taxes will accrue to the current year property tax bills. All property owners will have the right to appeal results of the independent review in accordance with the Machinery Act.
