County Manager Harry Jones outlined for the Board his Strategic Management Plan for 2011. This is basically the Manager's work plan for the coming year. Some of the top items include implementation of a new financial management services structure and to recommend to the board additional library services for consolidation within Mecklenburg County. The Manager released to the Board additional information about the investigation of Mecklenburg County Area Mental Health and its oversight of HUD grants vendored out to Mecklenburg Open Door. The investigation has revealed that Area Mental Health was not in compliance with the terms of the federal grants that were awarded to the County for the care and housing of the homeless and other programs. The Board approved a list of items for its 2011 legislative agenda. Included on the list is a request to allow more flexibility with the Board of Equalization and Review. The County Assessor wants to increase the size of the board so it can better handle appeals of property values after the 2011 Revaluation.
