Management and Budget Director Hyong Yi updated the Board
on the impact the county will feel as the State pushes service expenses to the Counties. State budget gap $2.4 billion dollars. State lowers lottery funds to counties from 40% to 10%. Many expenses shifted to CMS. Finance Director Dena Diorio reports positive revenue outlook
as the County enters FY12 budget season. Consistent monthly sales tax collections of about $26 million. Property tax collections are up. Investment income also up.
Manager Harry Jones asked for direction from the Board about the distribution of tickets to the CIAA tournament. The Manager receives $7,200 worth of tickets each year and traditionally, the tickets have been distributed to commissioners. Issues have been raised about the ethics of commissioners
receiving the tickets since commissioners also vote to give County funds to The Charlotte Regional Visitor’s Authority and CIAA, organizations that issue the tickets. The BOCC approved a motion to return all tickets to the CIAA and refer the issue of tickets to future events to the Effective & Efficient Government Committee of the Board for study.
Board of Equalization & Review
This board is charged with hearing formal appeals to the 2011 Revaluation. Mecklenburg County sought legislative approval to increase the size of the board from 9 to 15 members. The bill was passed. The Board has adopted a resolution to modify the board
. The Tax Assessor plans to break the board into five teams of three members each in order to hear more appeals in a more timely fashion.
