Bond Referendum for School and Community College Facilities
The Board approved a resolution to put $500 million in bonds designated for school facilities and community college facilities on the ballot in November. The proposed bonds include $290,000,000 for the acquisition and construction of new school facilities and improvements and expansion of existing school facilities and $210,000,000 for acquisition and construction of new community college facilities and the improvement and expansion of existing community college facilities.
Assessor Recruitment Update
The Board named Kenneth Joyner the new Tax Assessor. He is a former tax administrator and most recently a lecturer at the School of Government at the University of North Carolina at Chapel Hill. Joyner began his assessing career in 1993 in Harnett County as a residential appraiser. Since then, he has served as tax administrator for Chatham, Onslow and most recently, Durham counties. Joyner’s first day on the job will be October 1. His annual salary will be $150,000.
2013 Legislative Report
The Board received a report on the items they identified in December 2012 as a priority for the 2013 Legislative Session. Commissioners requested an update from the City of Charlotte on the appointment of a County representative to the proposed airport authority and the authorization to advertise for the position.
First Ward Project Land Exchange and Development Agreements
The Board approved amendments to the Economic Development Grant and Reimbursement Agreement with Levine Properties adding a 10th Street parking deck with 1,335 public parking spaces for First Ward Park. In 2009, the Board approved County participation in a comprehensive mixed-use redevelopment project of eight city blocks in the First Ward including a new 3.2 acre County park. The estimated build-out cost is $700 million over ten years and consists of a public-private partnership between Levine Properties, the City of Charlotte, Mecklenburg County and UNC-Charlotte.
Charlotte Regional Transportation Update
The Board adopted a Memorandum of Understanding to create the Charlotte Regional Planning Organization (CRTPO), the successor to the Mecklenburg-Union Metropolitan Planning Organization (MUMPO). CRTPO is being created in response to the expanded urbanized area designated as a result of the 2010 Census.
MeckLINK Third and Fourth Quarter Reports
The MeckLINK third and fourth quarter reports were selected for discussion during the consent items portion of the meeting. Phil Endress, Director of MeckLINK Behavioral Healthcare (formerly Area Mental Health) answered questions from the Board about complaints from providers. Commissioners requested additional information about how complaints are being investigated.
