What is the Point-in-Time Count (PIT)?

​​An unduplicated one-night estimate of both sheltered and unsheltered homeless populations. The Point-in-Time Count provides the number and characteristics of persons who are homeless on the night of the count. Sheltered means that a person was in emergency shelter or transitional housing on the night of the count. Unsheltered means that the person was on the street or in some other place unfit for human habitation on the night of the count. 

What is the Housing Inventory Count (HIC)?

​A report on the capacity to house persons who are homeless. The HIC is completed on the same night of the PIT and provides information on the number of beds and units available to house persons who are homeless on that one night. It also provides the number of beds and units for permanent housing, including rapid re-housing and permanent supportive housing.

​Why do we complete the Point-in-Time Count & Housing Inventory Count?

Communities who receive federal Continuum of Care (CoC) dollars are required to complete the sheltered count every year and the unsheltered count every two years, but many communities like Charlotte-Mecklenburg choose to complete both counts every year.  The required information is sent to the U.S. Department of Housing and Urban Development (HUD) and combined with count information from other communities and then reported to the United States Congress in order to inform policy-making and funding allocation.

Communities can also learn valuable information from their PIT and HIC data. Knowing the number and nature of persons who are homeless and understanding the trends can help communities better understand the scope of the problem, improve homeless system efficiency, target scarce resources strategically, and promote effective interventions. When is the 2017 Point-in-Time Count & Housing Inventory Count?

The 2017 PIT & HIC will occur on Thursday, January 26, 2017.​ Persons will be counted as homeless if they slept in an emergency shelter, transitional housing facility or unsheltered location the night before (Wednesday, January 25th). 

​What does the 2017 Point-in-Time Count & Housing Inventory Count process look like?

The 2017 PIT & HIC Framework​ outlines the activities and timelines for the work that goes into the planning, execution and reporting phases of the PIT & HIC. As activities are completed, new information will be added below to help you keep track of the process from beginning to end.

​​​How can I get involved?
There are many ways to get involved with the work of the 2017 PIT & HIC -- before, during and after. Some of the ways include:
  • Planning the sheltered count or the unsheltered count
  • Planning the volunteer training for completing the unsheltered count
  • Developing the survey used with persons in the unsheltered count
  • Coordinating communication about the counts
  • Strengthening the coverage of youth and families within the count
  • Serving on the Steering Committee (please note this requires a once per month meeting time commitment)
