Phase III of the 90-day plan, still ongoing, is to negotiate with absentee landlords to better keep up their property, to keep properties rented, and to rent to reputable tenants (not drug dealers). Unrented properties become havens for drug use and prostitution. To prevent this from happening, unrented properties are boarded up, thus giving the neighborhood a run-down appearance, more conducive to crime. And renting to drug dealers results in these properties becoming Crack Houses.
Negotiations are in the early stages.
