General Assembly Update

The General Assembly spent most of its time last week on Senate bill 2 and House bill 465. Senate bill 2, allowing magistrates to opt out of performing marriages, has been vetoed by the Governor. House bill 465 combines several non-controversial proposals to protect women and children with legislation passed by the House that regulates abortion.

Among the non-controversial provisions included in H465 is Mecklenburg County’s request to create an additional aggravating factor for crimes that are known to have been committed in the presence of a minor.
Senate leadership included the County’s proposal without consulting the bill sponsor, Sen. Joyce Waddell, or our advocacy team. We continue to advocate for the passage of the Board’s legislative item regarding domestic violence, but are not endorsing a specific strategy for passing that legislation.

H465 does include a severability clause that would preserve statutory changes such as ours in the event that some portions of the bill are ruled unconstitutional.

Finally, we are continuing to monitor other issues on which the Board has been briefed, including sales tax redistribution, property tax exclusions for new construction, changes to the revaluation redo process and the state budget. We will keep you informed as these items move forward.

County Communication Plan on Schedule

I am pleased to announce that I have approved the first version of Mecklenburg County's new communication plan. This marks the first time in many years that the County will have a strategic plan to manage how we provide information to the community and our employees.

Public Information and the Manager's Office worked together to create this prioritized, results-driven plan that will be updated and revised annually.

It will be presented to the Executive Team and then the Manager's Cabinet later this month, and provided to the Board at your July regular meeting.

County Employees Participate in 2nd Annual Foster Care Walk

Earlier this month, several County employees, along with District 26th Guardian Ad litem, participated in the 2nd Annual Foster Care Walk for Foster Care Awareness at Freedom Park.

The event featured a barbecue and brief remarks from former foster youth and Miss Mount Holly Tricia Johnson, who spoke on fostering hope for youth in care.

Mecklenburg County to Host 2016 Paralympic Super Trials

I am pleased to announce that Mecklenburg County has been selected by the U.S. Olympic Committee as the host site for the 2016 Paralympic Super Trials.

The games will take place at several venues throughout the County and will include cycling, swimming and track and field. The results from each of the competitions will be used to select the athletes who will be nominated to compete in their respective sports at the Rio 2016 Paralympic Games.

The dates for the trials will be determined in the next few weeks.

Congratulations Mecklenburg County!
