Department Director Monthly Reports

In my continuing effort to inform the Board about what is occurring in County departments, we will begin providing you department director reports at the March 18 regular meeting.

The reports will highlight to you and the public the various activities, initiatives and performance indicators for each County department. These reports will be provided during the second regular Board meeting each month, just after the County Manager's Report.

Ballantyne District Park Complete

Park and Recreation has completed the final phase of a three-phase site in conjunction with the Morrison YMCA.

The Ballantyne District Park off Bryant Farms and North Community House roads includes four lighted athletic fields, a baseball complex, a jogging and walking trail, a parking lot, open air shelter and a new access road adjacent to the Morrison YMCA.

The County and the YMCA entered into a partnership in 2000 to jointly develop the property and share the costs.

Per that agreement, we asked the YMCA to pay its $813,970 portion of the cost last August. To date, the YMCA has not made that payment. Park and Recreation Director Jim Garges met with YMCA President Andy Calhoun last week to resolves the issues. Discussions continue and we hope full payment will be made as soon as possible.

Coming Soon: Improved Fleet Efficiency with GPS Receivers
Starting in April, we will begin installation of GPS receivers in every County vehicle. The project will significantly improve fleet efficiency by allowing us to dispatch the closest vehicle to a needed location, saving fuel and vehicle mileage.
We anticipate minimal disruption as installation will take place at County facilities where possible, preferably after normal business hours or on weekends.
I believe this will also allow us to better track where our vehicles are, and have been at any given moment.

Understanding the County’s Environmental Condition: 2014 State of the Environment Report
Every two years, the Land Use and Environmental Services Agency (LUESA) produces a State of Environment Report (SOER). This publication helps us understand our current environmental condition, while identifying strategies for ensuring that we have clean air to breathe, clean water to drink, and healthy land on which to live and recreate.
The 2014 SOER provides an update from the 2012 SOER, along with trend analysis of priority environmental indicators in Mecklenburg County.
Analysis of the trend changes from 2012 to 2014 show that Mecklenburg County's air quality could be better, surface water quality remains partially impaired, and our recycling rate has room for improvement.
Among the highlights:
  • Water Quality--The 2012 SOER showed that waste recycling and lake water quality were “getting better.” In 2014, the new analysis shows this improvement has slowed down.
  • Commercial Waste--The amount of commercial waste going into the landfill remained the same as in 2012. The good news is that this amount is 57% below what it was in 2008.
  • Residential Waste--Household waste amounts remain below one ton per home, unchanged from 2012.
  • Recycling Center--More customers are visiting the County's full-service centers, nearly 465,000 last year. Also, 966 tons of electronic waste (computers, phones, etc.) was collected.
  • Air Quality--continues to improve, with the air quality index down more than 25 percent and trending in the right direction.

Above & Beyond @ Work
We are proud to report that one of our Child Support Enforcement supervisors has received statewide recognition.
Kelly Little has been chosen to star in a new recruiting poster for the North Carolina National Guard.
Child Support Enforcement Director Joan Kennedy says Little is one of her top Intake and Locate Unit managers. He is also a 20 plus year Army veteran.
Recently, our Public Information folks talked to Little about the honor.
