Legislative Update

Legislators continued in “start-up” mode at the General Assembly last week with more than 120 pieces of legislation filed, but few moving to the floor of either chamber.

In the Senate, legislation that will redistrict the Wake Board of County Commissioners and a bill changing the composition of the Greensboro City Council both passed and were sent to the House. While there has been some public discussion about the possibility of similar legislation for Mecklenburg County, no such language has been filed. If legislation is filed to change the Mecklenburg Board of County Commissioners in any way, we will notify you as soon as possible.

Among the bill filings this week, Senators Tarte, Waddell and Jackson filed legislation to grant Charlotte-Mecklenburg Schools flexibility with its calendar. So far this session, there have been more than 30 local bills filed to give school districts greater calendar flexibility, making it likely the General Assembly will look at a broad solution to the issue.

There are two additional statewide bills that we will be following with the North Carolina Association of County Commissioners. The first, H168, would exempt builders’ inventory from property tax. We plan to oppose this legislation as it erodes the County property tax base. The second, S235, creates a State Public Health Authority and four regional public health authorities. Mecklenburg would be part of a regional public health authority based in Kannapolis. We are currently researching this legislation to determine if it takes authority away from local departments of public health.

Tobacco-Free Mecklenburg Kick-Off Event Set for Wednesday

The Smoke-Free Government Grounds Board of Health Rule (BOH) and the Tobacco-Free Parks ordinance goes into effect Wednesday.

To help educate employees and residents on this health initiative, we’re hosting a Tobacco-Free Mecklenburg kick-off event Wednesday from 11 a.m.-1 p.m. at Marshall Park, 800 East 3rd Street.
Attendees can network with City and County leaders, ask questions, and learn about resources available to help quit smoking.

Park and Rec Prepares for Mentor Program

Park and Recreation will begin the fourth year of its Recreation Employment Corps Mentor program with an orientation session at 6 p.m. on Monday, March 23, at the Bette Rae Thomas Recreation Center, 2921 Tuckaseegee Road.

Recreation Employment Corps provides teens between the ages of 14 to 17 with the opportunity to see what it’s like to work in the park and recreation field.

Students apply and are interviewed for spots in the program. Selected teens are then paired with a Park and Recreation staff member at an aquatic facility, nature center or recreation center.

Mentees learn how to provide good customer service, prepare for large events such as Bark in the Park, and how to plan and carry out a successful recreational program during the nine-month program.

ICMA Art on Display at Government Center

Residents and employees who visit or work at the Charlotte-Mecklenburg Government Center will notice a new colorful art display in the lobby.

Three mosaic panels made up of personalized clay tiles are the result of a collaborative project from attendees of last summer’s centennial conference of the International City/County Management Association (ICMA), which was held in Uptown Charlotte.

The art project is a long standing tradition of the conference and will remain on permanent display here in Mecklenburg County.
