General Assembly Update

With the winter storm hitting Raleigh last week, very few votes were taken in the General Assembly.

Bills continued to be introduced as the March 26 bill introduction deadline approaches. Legislation on the County agenda is being reviewed by General Assembly staff, and should be introduced well before the deadline.

This week, the House and Senate have scheduled a series of joint appropriations subcommittee meetings where legislators will hear briefings on the state budget as they begin building a budget for the upcoming biennium.

For more information, contact Brian Francis at 980-314-2905 or Brian.Francis@MecklenburgCountyNC.gov.

Federal Legislative Update

The National Association of Counties (NACo) held its annual legislative conference in Washington, D.C., last week. The conference provided both commissioners and staff the opportunity to hear directly from national leaders such as Vice President Joe Biden and from members of the North Carolina Congressional delegation.

County staff began the process of advancing the Board’s federal action plan while meeting with congressional staff as well as the Director of Governor McCrory’s Washington D.C. office. Mecklenburg County’s efforts to provide care coordination for returning veterans, in particular, received bipartisan, bicameral interest.

While the federal process will move slowly, we are encouraged by the initial response and are working to provide additional information to congressional offices, which is due in early March.

For more information, contact Brian Francis at 980-314-2905 or Brian.Francis@MecklenburgCountyNC.gov.

County Manager Named to the Executive Committee of the NC City County Management Association

I am honored that I have been selected by my peers to serve on the Executive Committee of the NC City County Management Association (NCCCMA).

The NCCCMA serves as the professional organization for city and county managers and assistant managers from counties and municipalities throughout North Carolina. While the Association has many purposes, one of its primary goals is to improve the quality of local government.

Members commit to a high standard of professionalism and ethical standards. NCCCMA maintains strong connections to the state's colleges and universities that have master’s degree programs in Public Administration to further develop the career path for public administrators.

The Association provides scholarships and other opportunities for students to interact with its members in an effort to nurture the future generation of county and city managers.

The association also has a strong relationship to the International City County Management Association (ICMA), which advances professional local government worldwide.

I look forward to representing Mecklenburg County in this statewide capacity.

Tobacco-Free Mecklenburg Kick-Off Event

On March 18, the Smoke-Free Government Grounds Board of Health Rule (BOH) and the Tobacco-Free Parks ordinance passed by the Board last fall goes into effect.   To educate employees and residents on this county-wide health initiative, we’re hosting a Tobacco-Free Mecklenburg Kick-Off event Wednesday, March 18, 11 a.m.-1 p.m. at Marshall Park (800 East 3rd St., Charlotte).

Attendees will have the opportunity to network with City and County leaders, ask questions and learn about quit resources available to them.

More information about the BOH rule and the ordinance is available here.

If you have questions, contact Dr. Marcus Plescia at 980-314 9020 or Marcus.Plescia@MecklenburgCountyNC.gov.
