BOCCGeneral Assembly Update

The leading story out of the General Assembly last week was the introduction of competing sales tax redistribution plans by senators Brown (S369) and Rucho (S608).

The Brown plan would radically change the sales tax distribution in North Carolina and reduce Mecklenburg County’s sales tax revenues below Great Recession levels. Sen. Rucho’s plan would maintain Mecklenburg’s current sales tax revenue, but slow its rate of growth in future years. We are continuing to work with legislators and other partners to seek a solution that addresses the needs of all of North Carolina’s counties rather than dividing the state into winners and losers.

Also this week, Sen. Tarte introduced legislation (S707) that would require insurers to honor the assignment of benefits made by their insurees. This legislation would fix the current billing issues faced by MEDIC and included in the Board’s legislative agenda.

Open Mic: Listening to Employees’ Opinions

Mecklenburg County's annual Employee Climate Survey (ECS) will be available to employees March 30 through April 20. County employees are encouraged to participate and share their thoughts. Eighty percent of employees took the 2014 survey, which is a remarkable response rate.

The ECS is a useful tool to gather data and gain insight regarding employee perceptions and opinions related to their work experience with the County. The survey provides County management and department leadership with valuable information and allows leaders to evaluate progress toward goals for employee motivation and satisfaction, employee development and for other relevant areas in the County.

County Departments Update Continuity of Operations Plan

As you all know, service delivery is our top priority in Mecklenburg County. To that end, we have asked all departments to contribute to our Continuity of Operations Planning (COOP), to ensure we will maintain all central functions in the event of any type of emergency. Those events could include inclement weather, fires, and a pandemic influenza outbreak, among many others.

Departmental Continuity of Operations Plans have been updated and are being communicated to all personnel. Testing of the plans will occur over the next few months.

I  will continue to keep you informed as we continue to strengthen on our County’s emergency preparedness.

Point in Time Homeless Count and Homeless Registry Numbers Set for Release

On Thursday, the UNC Charlotte Urban Institute, in conjunction with the Charlotte-Mecklenburg Coalition for Housing, will release this year’s Homelessness Point in Time Count Report. The report will give a snapshot of the number of homeless living in Mecklenburg County on Jan. 29, 2015.

Also on Thursday, the results of the Homeless Registry will be made public. The Registry is a more complete database that includes findings of a three-night time period, Jan. 29-31. The effort is part of the Housing First Charlotte-Mecklenburg initiative.

County staff will be available to explain the difference in both reports upon their release Thursday morning.
