Board Bulletin
May 22, 2014
Recruitment Update
Since being appointed County Manager I have been actively recruiting for the vacant position of Assistant County Manager for Financial Services. We have gone through two recruitment cycles including interviews but have not identified an ideal candidate. Since this position is a key member of my leadership team I believe it is important to continue the recruitment process until the right candidate is found. As a result, I have decided to broaden the search through the use of an executive search firm. I am working toward having the position filled by late summer.

With regard to the vacant Economic Development Director position, I have decided to delay recruitment until after the Board’s Economic Development Retreat, which is scheduled for June 26, 2014. This will provide me the opportunity to identify a candidate whose qualifications align to the Board’s envisioned future state for the County’s Economic Development Office. In the interim, Assistant County Manager Leslie Johnson will assume the day-to-day responsibilities for the position.
Legislative Update
The General Assembly reconvenes on Wednesday at noon. It is my intention to provide regular legislative updates on issues of importance to the Board through the Board Bulletin. These updates will provide a general overview of the work being done by our contract lobbyist and staff both on the legislative agenda that you approved and on other issues impacting the county.
Even though the session has yet to convene, this work has already begun. Last week, the Joint Legislative Commission on Energy rolled out a proposed “Energy Modernization Act.” The proposed legislation would cap the growth of county property tax revenue at 8%. As this would remove flexibility from the BOCC in determining the tax rate, we have been working with both Troutman Sanders and the North Carolina Association of County Commissioners to urge our delegation members in leadership roles on both the House and Senate Finance Committees to oppose this provision.
If you would like additional information on any issue before the General Assembly, you can contact Brian Francis, Assistant to the County Manager, at 704-336-2611 or via email.

Park and Rec to Honor Local Individuals for their Contributions to Golf in Mecklenburg County
Park and Recreation will host the inaugural Golf Wall of Fame dedication ceremony on May 15, 2014 at the Dr. Charles L. Sifford Golf Course at Revolution Park, 2661 Barringer Drive in Charlotte.
The event will honor four Charlotte inductees for their contributions to golf and the community. The event will start with a reception at 5 p.m. followed by a ceremony at 6 p.m. inside the lobby of the adjacent Revolution Park Sports Academy.
The four honorees are: Dr. Charles L. Sifford, PGA Tour player; Mr. James Black, PGA Tour player; Mr. Donald Littlejohn, coach, mentor and two-time winner of the Charlotte City-Am Golf Tournament; and Mrs. Beverly Lawston, former Mecklenburg County Park & Recreation Commissioner and former Chairman of the Mecklenburg County Golf Advisory Council.
The Dr. Charles L. Sifford Golf Course was built in the late 1930’s as Charlotte’s first municipal golf course. It was originally known as the Bonnie Brae Golf Course and later the Revolution Park Golf Course. In April 2011, the course was renamed the Dr. Charles L. Sifford Golf Course at Revolution Park. The golf course is currently home to The First Tee of Charlotte.
