BOCCMecklenburg County to Sell and Refund General Obligation Bonds in September, Keeps AAA Rating

On Sept. 29, Mecklenburg County plans to sell $200 million of general obligation bonds (Series 2016B) through a competitive sale. $150 million of the expected proceeds are for School Facility Bonds and $50 million are for Community College Facility Bonds. In addition, to take advantage of low market interest rate savings, the County will refund three outstanding general obligation bonds. These bonds (total outstanding principal - $169 million) are being offered through a negotiated sale on Sept. 14.

All three rating agencies (Fitch, Moody’s, and Standard & Poor's) have rated these bonds AAA; their highest rating. These ratings were based on Mecklenburg County’s rising and diverse economy, conservative debt policies, strong reserves and fiscal management. The agencies have also affirmed the current ratings on the County’s outstanding debt.

Academy for Population and Health Innovation Project

Mecklenburg County Public Health and The University of North Carolina at Charlotte (UNCC) are partnering on the Academy for Population Health Innovation project (APHI). The joint project will help connect faculty and staff at UNCC with public health programs and initiatives.

Through grant funding, APHI will explore opportunities to use data and advanced analytics to improve the health of Mecklenburg County residents and strengthen partnerships with key regional public health organizations.
Earlier this year, Dr. Michael Dulin was selected to serve as the APHI program director.

Next BOCC Newsletter publishes in October, Stories Due Sept. 19 

Mecklenburg County will publish the second Board of County Commissioners Newsletter on Monday Oct. 3. Commissioners are asked to send their stories to LaShonda Hart by Sept. 19.

This quarterly online publication allows commissioners to post stories regarding activities in their districts. Residents can subscribe to the newsletter and view July’s newsletter.

The newsletter will include news, photos and links about events, and general district activities - not campaign information. Links will also be provided to commissioners’ social media pages.

‘Building With Our Veterans’ Apprentice Receives State Honor

Congratulations are in order for Toyana McKinney, a participant in the “Building With Our Veterans” apprenticeship program. She was recently named the Outstanding Pre-Apprentice of the Year by the North Carolina Department of Commerce, and will be recognized at the Apprenticeship Conference on Oct. 4 in Greensboro.

The apprenticeship experience includes classroom training through Central Piedmont Community College, along with field inspections and plan review training with code official mentors through Mecklenburg County Code Enforcement.

McKinney, a U.S. Army veteran and graduate of ECPI University, is a member of the first class of veteran apprentices, which began in January and will conclude in December. At the conclusion of the program, program graduates have the opportunity to take the state certification exams, and pursue employment with Mecklenburg County as a code official.
