 General Assembly Update

The General Assembly passed, and the governor signed, a two-year spending plan late last week that includes the provisions outlined in last week’s Board Bulletin. Now that we have the budget details, we are working to identify areas that will require County action. For instance, I am working on a proposal to bring to the Board regarding the provision of bonuses for locally funded teachers consistent with those received by state teachers.

With the passage of the budget, the General Assembly will now set its sights on adjournment, which the speaker of the House announced will likely occur on Sept. 30. In the closing 10 days of session, legislators will consider an elections bill that will likely move all primaries to March 15 and open filing for all offices, including the BOCC, in December of this year. Legislators will also consider a Medicaid reform bill and an economic incentives package. Legislation can often move quickly in the closing week of session, and our team will be diligently monitoring proposals and acting under the guiding principles that you have adopted to protect the counties interests. We will provide a full recap of the legislative session at a meeting in October.
 
Community Service Grants Update

In preparation of the FY2017 Budget, the Office of Management and Budget (OMB) is modifying the timeline for the submission and review of Community Service Grants (CSG). The revised timeline will allow for more in-depth assessment of proposals and additional time for grantees to prepare and submit application material.

Applications for the CSGs will be accepted from Oct. 16 to Nov. 23. OMB will send the request for proposal to existing grantees as well as advertise through local media outlets. On Oct. 12, the process will kick-off with an informational session with interested organizations at the Charlotte Mecklenburg Government Center.

Charlotte-Mecklenburg Takes A Fresh Look at School Food

A coalition of local organizations led by the Charlotte-Mecklenburg Food Policy Council and the Mecklenburg County Health Department is inviting the community to take “A Fresh Look at School Food” on Saturday, Sept. 26, 2015 at Johnson & Wales University. The free kick-off event offers an opportunity for community members to come together to discuss ways to help Mecklenburg County students choose tasty and healthy meals at school. The event includes a documentary film screening, a panel discussion with local partners, and an interactive cooking demonstration.

Charlotte-Mecklenburg Schools serves 38,500 breakfasts and 83,000 lunches a day. The coalition hopes that this initiative will inform and engage the community in an ongoing dialogue on the importance of healthy school meals, as well as contribute to initiating practical and innovative solutions to ensure that students take advantage of the healthy foods that are available.

Event Schedule:

  • 10 a.m. – Screening of the award-winning documentary Cafeteria Man. The film captures how much energy is needed to bring together key stakeholders and to spark meaningful change in a school food system.
  • Noon – Cooking demonstration to revamp unpopular cafeteria food with Johnson & Wales University and Chef Clarke Barlow.
  • 12:30 p.m. – Small plate tasting and group discussion.
