The demolition or relocation (also known as moving) of any structure in Mecklenburg County requires the approval of one or more local or State agencies and a building demolition or move-off permit from the
County Land Use and Environmental Services Agency (LUESA). Under the County
Rat Control Ordinance, the County's Pools and Environmental Health Services (PEHS) program is one of the agencies required to approve such activities.
This approval requires that an onsite inspection of the structure be made by an inspector to determine if any of the following environmental conditions is present:
Other environmental hazards may exist which would either be addressed by other government agencies (e.g. asbestos - addressed by County
LUESA Air Quality) or be referred to other agencies.
Inspections are usually performed on vacant structures only and a completed Request for An Inspection Application must be submitted to the department prior to scheduling an onsite inspection. Health Department approvals, once issued, are good for 60 days from the date of approval. Fees for these services are incorporated into the LUESA permit fee collected at the time of permit issuance.
