Our Customer Service Center, which opened with Code Enforcement's relocation to our Suttle Avenue office, is designed to help guide customers through the process, from homeowners with DIY home projects to major design or building firms that may be new to working North Carolina or Mecklenburg County.

How We Help

Customers who aren't sure where to begin or are struggling with a particular aspect of their projects can contact us three ways:


Our Customer Service Center staff listen to your story and help find answers to your questions, connecting you with technical assistance from one of our code officials or helping you make contact with an outside agency that has bearing on your project. Not sure what to do about a hold on your project? Having trouble with our online services? Have a question about your inspection? Confused about whether you need a permit for your home project? We're here to help.

Sophia Hollingsworth

IMG_0209.jpgSophia Hollingsworth is the Customer Service Center manager, and one of the inaugural staff who opened the CSC to better assist our customers in 2016. Sophia has served the people of Mecklenburg County since 1994, having previously worked as a general manager in Parks & Recreation and in the County Manager's Office. Prior to that, Sophia worked 10 years with the Charlotte YMCA. Sophia holds a Bachelor of Science from Wingate University and is an Interactive Associates Certified Facilitator.  E-mail Sophia.


Cheryl R. Baines

IMG_0200.jpgCheryl Baines is a customer service liaison, and one of the inaugural staff who opened the CSC to better assist our customers in 2016. Cheryl has served the people of Mecklenburg County since 2005, having previously worked as for Code Enforcement as a plans facilitator and coordinator for OnSchedule and Express Review. Prior to that, Cheryl workd for a New York State-Certified Mental Health and Developmental Disabilities Agency in Buffalo, N.Y. She has 27 years of customer service experience. She holds a Bachelor of Arts degree, an Associate of Applied Science degree and and Associate of Science degree. Cheryl is also a notary public. E-mail Cheryl.​

Adreinna Jerald Johnson

IMG_0183.jpgAdreinna Jerald Johnson is a customer service liaison, and one of the inaugural staff who opened the CSC to better assist our customers in 2016.​ Adreinna has served the people of Mecklenburg County since 2004, having previously worked for Code Enforcement as a plan review facilitator for our Commercial Technical Assistance Center. She has more than 20 years of administrative and customer service experience in government and nonprofits, including the American Psychological Association and the American Association of Retired Persons. Adreinna holds a Bachelor of Arts in Business Administration with a concentration in information systems. She also holds a North Carolina Building Level I Certification and is a Six Sigma Yellow Belt. E-mail Adreinna.​

Davida L. Kinsey

IMG_0201.jpgDavida Kinsey is a customer service navigator, and one of the inaugural staff who opened the CSC  to better assist our customers in 2016.  Davida has served the people of Mecklenburg County since 2002, having previously worked in the Department of Social Services as a site coordinator where she planned programs and activities for the senior citizens in the Derita area of Mecklenburg County.  Davida was also one of the inaugural staff in the opening of Ray’s Splash Planet, Charlotte’s indoor water park in the Park and Recreation Department. Davida previously worked at J.A. Jones Services Group.  Davida also served in the Unites States Army and the South Carolina and North Carolina Army National Guard. Davida holds a bachelor’s degree in sociology with a minor in criminal justice. E-mail Davida.

Adrian Pacheco

IMG_0206.jpgAdrian Pacheco is a customer service navigator, and one of the inaugural staff who opened the CSC  to better assist our customers in 2016. ​Adrian has served the people of Mecklenburg County since 2015. He has worked in customer service for nearly a decade, including at General Motors Financial and Xoom Energy. He is currently pursuing a degree in criminal justice from Central Piedmont Community College. E-mail Adrian.​



Ricardo A. Perez

Lourdes Rojas
