November 5 - 17: Residents can apply for help with their heating bills through a N.C. program.

County residents who need help paying their heating bill can apply for the North Carolina Low Income Energy Assistance Program (LIEAP) during a two-week application period - November 5 - November 17.

County residents who need help paying their heating bill can apply for the North Carolina Low Income Energy Assistance Program (LIEAP) during a two-week application period - November 5 - November 17.

To be eligible, households must meet an income requirement, be responsible for its heating bills, not have assets of more than $2,200 and include a U. S. citizen or an eligible non-citizen. Eligible households will receive a one time cash payment in February 2008 to help pay their heating costs.

Households receiving food stamps as of September 30 were assessed for automatic eligibility for the energy payment. In early October, notification was sent to these food stamp households regarding the status of their eligibility. Eligible households were sent an approval notice and will not need to complete an application. Households not automatically eligible were sent a notice informing them to apply in person. Households that received a denial notification must apply in person.

Residents must apply for the program in the county where they live. An elderly or disabled person may send a representative to apply for them. In Mecklenburg County applications will be taken at:

· New Emmanuel Congregational United Church of Christ at 3546 Beatties Ford Road
    Monday - Friday, November 5 through November 16 from 9 a.m. - 6:30 p.m.
    Saturday, November 17 from 9 a.m. – Noon

· Bethlehem Center – Southside Homes at 2705 Baltimore Avenue in Charlotte
    Tuesday, November 6 from 9 a.m. - 6:30 p.m.

· MedAssist at 5516 Central Avenue in Charlotte
    Thursday, November 8 from 9 a.m.-1 p.m.

Applicants should bring verification of the following information:
- October pay stubs for employed household members
- October child care receipts
- October unearned income such as award letters
- October bank statements for savings accounts and checking accounts
- Verification of stocks, bonds, mutual funds and savings certificates
- Verification of retirement funds: IRA, Keogh, etc.
- Name, date of birth and social security cards for each household member
- Verification of the identity of the person making the application

Earlier this year, 16,612 households in Mecklenburg County received payment assistance totaling $1,155,887; statewide, 234,114 households received payments totaling $15,558,582.
